Research On The Governance Of Animal Husbandry Cooperatives From The Perspective Of Related Interest Groups

China is the second largest nation of Prairies in the world, which has hugepotential to develop animal husbandry, and the animal husbandry plays an importantrole in the national economy. In recent years, the animal husbandry cooperatives all ofthe country have developed rapidly, which has played an important role to overcomethe limitations of family livestock production mode, to promote the animalhusbandry’s large-scale development, intensive development and industrialdevelopment, to improve the market participation ability of farmers, to increase theincome of farmers. But at the same time, animal husbandry cooperatives, like otherfarmers’ professional cooperatives in China, there have been some outstandingproblems such as the strength not strong, the driving capacity weak, the mechanismdistemperedness, operational irregularities and so on, which caused a lot ofcontroversy and even suspicion.In the pastoral area of Qinghai, the local government has strove for thedevelopment of ecological animal husbandry cooperatives and achieved manyeconomic and social benefits since2008, where emerged a number of demonstrationcooperatives which operate standard and have strong driving capacity, and its typicalcharacteristic is that the members put their meadows, livestocks as the shares to thecooperative, the cooperative manage unified, arrange some members employment,implement production responsibility system, share the final net income by allmembers, no longer adhere to the household management. But comparing with therelated provisions of the Farmers’ Professional Cooperative Law, the governancecharacteristics of Qinghai ecological animal husbandry cooperative have someapparent breakthroughs, and raise the local government departments and academia’sdifferent understanding and misgiving. For this, this paper would mainly use thestakeholders theory, focus on analyzing the rationality of the ecological animalhusbandry cooperatives of Qinghai, take to research the issues such as how to achieveboth equity and efficiency objectives of the cooperative governance in China, theeffects mechanism of the endogenous factors on the cooperative governance, thestatus and prospect of production-oriented animal husbandry cooperatives. The paperis divided into ten chapters in total. Chapter I, Introduction. Introduct the background of the topic, and illuminate thepurpose of the study, illustrate the related concepts and the theoretical perspectives,and put forward the route and methods of research.Chapter II, Literature Review. Hackle and summarize the relevant researchresults focusing on the stakeholder theory, animal husbandry cooperatives and thecooperative governance, illuminate the focus and the theoretical paradigms of thisstudy.Chapter III, Cooperatives and Cooperative Governance. Which illustrates threeaspects on emphasis: The first aspect is to illustrate the concepts and the essentialcharacteristics of cooperative against the issue of the farmer cooperatives’ concept inChina which just including the service type without including the production type.The second aspect is to present the focus and some related ideas of reconciling thefairness and efficiency in the cooperative governance against the prevailing difficultto reconcile the equity and the efficiency on the cooperative governance in ourcountry. The third aspect is to analyze the main factors affecting the cooperativegovernance from the diversity of stakeholders, industry characteristics and thecommunity environment.Chapter Ⅳ, the Diversity of Stakeholders and the Animal HusbandryCooperatives Governance. Analyze the significance of the stakeholder theory to thecoopertives governace, roughly define the main stakeholders of the animal husbandrycoopertives, illustrate the impact on the cooperative governance mainly from theresponsibilities differences, the capacity differences, the willness differences and theinterest appeal differences among the main stakeholders of the cooperative.Chapter Ⅴ, the Industry Characteristics and the Animal Husbandry CooperativesGovernance. Primarily through the comparison of the characteristics between themeadow animal husbandry, the confinement feeding animal husbandry and the cropproduction in the production process, the agricultural materials supplies, the sell ofagricultural products, the farm machinery service areas, the agricultural technologyservice areas, the financial services and the rough machining areas, the chapteranalyzed the appropriate production organization of the animal husbandry in thedifferent production and management areas, and the appropriate governance modelson the corresponding production and management aspects of the animal husbandrycooperatives. Chapter Ⅵ, the Community Environment and the Animal HusbandryCooperatives Governance. The chapter focused on the main characteristics of thetraditional social environment, the transformation social environment and the modernsocial environments, and analyzed the impact on the cooperative development and thecooperatives governance mode selection by the social environment. And analyzed thetypes and the characteristics of the local community environment based on the realityof the pastoral area in Qinghai province.Chapter Ⅶ, the Theoretical Reconsider on the Production Type AnimalHusbandry Cooperatives under the Framework of Governance. Aiming at the realisticproblems that many people worry about the ecological Animal HusbandryCooperatives in Qinghai is repeating the past road of the people’s commune or isdeveloping the joint-stock enterprises, this chapter compared the differences and therelations between the production type animal husbandry cooperatives and thecollective economy, the joint-stock company, the staff cooperatives, explicited thetissue localization of the production type animal husbandry cooperatives(just as theecological animal husbandry cooperatives of Qinghai).Chapter Ⅷ, the Governance Characteristics of the Service Type AnimalHusbandry Cooperative. This chapter classified the service type animal husbandrycooperative of our country into the service type animal husbandry cooperative withthe links of production providing chain and the service type animal husbandrycooperative with the link of speciality division, the former is production tradingrelationships with the members, the latter is service trading relationship with themembers. Aiming at the two types of cooperatives, through the description andanalysis of two typical cases, the chapter summarized the characteristics ofgovernance and the prominent problems.Chapter Ⅸ, the Governance Characteristics of the Production Type AnimalHusbandry Cooperative. This chapter first introduced the development of ecologicalanimal husbandry cooperatives in Qinghai. And then ascertained the mainstakeholders involving of the governance of the ecological animal husbandrycooperatives in Qinghai by the questionnaire method, analyzed the differences inresponsibilities, abilities, willness and interest appeals among the main stakeholdersand their impact on the cooperative governance. The last two sections analyzed thegovernance characters, the experiences, inspirations and the problems of the ecological animal husbandry cooperative governance in Qinghai based on threetypical case studies.ChapterⅩ, the Conclusions and Prospects. On the one hand, the chaptersummarized the main conclusions from the third chapter to the ninth chapter, whilegave the answers to the core issues of the rationality, the university of the ecologicalanimal husbandry cooperative in Qinghai. The perspective section analyzed theinadequacies of the paper and the further improving direction.
