In the recent ten years, the animal husbandry banner areas which are in animal husbandry as long-term leading industry in Inner Mongolia are accelerating the pace of industrialization with their rich mineral and energy resources advantage. Many areas under the guidance of a single resources-type strategy, various imbalances and unsustainable issues are becoming increasingly apparent.This paper analyzed the industrialization status of the 33 animal husbandry banner areas and found that these areas are almost in the transitional stage of primary industrialization to the intermediate industrialization currently. Show an Irrational industrial structure, the comprehensive efficiency is not high, and the urban-rural dual structure is at the deep level. The rapid growth of GDP brought no corresponding income to the farmers and herdsmen, but has caused enormous pressure on the pasture ecology and sustainable development of the Pastoral area.This paper argues that the industrialization of animal husbandry banner areas must handle the relationship between it and the animal husbandry development. Because the animal husbandry is the traditional dominant industry of these areas, it is the majority population's production mode and income source. So the development of animal husbandry is the most direct impact on the vital interests of the peasants and herdsmen.But at present some contradictory phenomenon appeared, such as the Rapid economic development with the animal husbandry industry shrinking stagnation; the rapid growth of per capita GDP with the slow growth in farmers and Herdsman income; Local economic output increased significantly with the overall development of economic and social is backward in pastoral. All of these are related to policy-makers and actor's errors. Firstly, they did not make the increasing farmers and herdsmen's income as the fundamental objective of industrial development. Secondly, they unilaterally adopted a GDP, financial revenue and other indicators as the basis for measuring the level of socio-economic development. Third, in the decision of short-term interests and long-term interests, they produced a fundamental mistake. Therefore, the industrialization of the animal husbandry banner areas did not play its due role in solving the "issues of Animal husbandry, herdsmen and pastoral area" now.In this paper, the industrialization of the animal husbandry banner areas must follow the three following principles:make the comprehensive sustainable development theory which including economic, social and ecological conception as the Guiding ideology; make the improving of the farmers and herdsmen's income and living standards for target; make the Scientific and technological progress and innovation to achieve the resource utilization and environmental protection as the guarantee. First, based on the animal husbandry industrialization, energetically develop the animal products processing. Second, the industrial economic development of the animal husbandry banner areas must contribute to the transfer of surplus labor in pastoral areas and farmer and herdsmen's income increase. Third, we should perfect the social service system of the pastoral areas, realizing the ecological balance by circulation economy mode. To sum up, in order To achieve the fundamental goals of industrialization and sustainable development, the industrialization of animal husbandry banner areas should take a pattern that make the livestock-based light industrial development as the leading Industry, and make the selective and advanced technical supporting resource-based heavy industry as the secondary industry.
