In 2006, our Party prosposed the theme that building the new socialist countryside at Plenum,and also proposed the development of production, affluent life, civilization, clean and tidy village, democratic management" of the twenty words construction guidelines. In 2008, the Third Plenary Session of the party passed the "CPC Central Committee on rural reform, development of a number of major issues." It requires a strict system of rural land management.and proposes a strict management of rural house land from a conserve land version, which established the basic principles and direction of intensive development of rural residential land. Our research of Homestead intensive development in practical is meaningful to promote the practice of the intensive development of rural land; it also protect eighteen million mu of arable land red line. In theory, it contributed to deepening the urbanization, marketization and modernization of value research of new rural construction. And it also contributed to the macro-management research of homestead intensive development.This paper is successed on the basis of previous research, through a large number of field research、comparative analysis of Chinese and foreign, received the following findings: First, interpretate the case experience in a high degree of macro-management philosophy, which based on the practice of intensive development of rural residential land in Zhejiang Jiaxing City. Standing on the view of overall height to summarize and enhance the system, which make the local experience up to a general pattern. In this way, we expanded the research vision; second, this paper through combing the legal system contents of rural land, analysis the legal defect, which only allowed farmers to circulate the contracted land, but to reverse it. And it also analysis the restrictive function of homestead intensive development; moreover, this paper proposed "free" transfer legal system of rural residential land (with the precondition of one family, one house), which breaking the academic limitations that only focus on the research of farmers’ circulation of contracted land. In this way, it provided legal protection for the rural residential land; third, with the triple vision of urbanization, marketization and modernization, this paper grasp the direction of the new era of rural development, building a practice mode that can in a whole leveraging a socialist new countryside construction in the new century, with the characteristics of scientificalness and innovation.The paper is divided into four parts: the first part is basic research, which include research background, research status and its significance. The second part is macro research, which analysis the problems in the management of rural residential land and legal defects and Systematic study our country’s development process of urbanization, marketization and modernization. Then it respectively, from real estate factors, jobs and opportunities, secondary and tertiary industries, public service system; capital, industrialization, land property rights system; Agricultural modernization, rural modernization, farmer’s modernization, we analyse the influence factors of urbanization, marketization and modernization in rural residential land intensive development, and the intensive development of rural residential land on the positive impact of new rural construction.The part three is the case research, which typically analyses the rural housing intensive development of Jiaxing city, in Zhejiang province. Through on the spot investigation, the paper summarized the successful experience of Jiaxing City, at "two for" intensive development pattern of rural residential land.The part four is countermeasure study, which proposed five basic principles and legal suggestion, and developed three modes of rural housing intensive development that facing to urbanization, marketization and modernization. That is Homestead Exchange Town (Center Village) real estate model、Abandon homestead plus Economic compensation mode and Homestead Exchange plus Self-built residential models. In addition, according to the classification of basic elements, key elements, auxiliary elements, this paper analysis the role of ten factors as well as urbanization, marketization and modernization of orientation correlation.
