Background & ObjectivesIt has been nearly five years since the publication of the decision on Health development and Reform in 1997 and The Guidance on Regional Health Planning in 1999. How to evaluate the progress of Regional Health Planning (RHP) and the effect on health reform & planning have been the problems needed to be solved in the process of RHP. By now, there has been no evaluation research on RHP.At the request of National Development and Reform Commission, the department of health economics, Fudan University has conducted the research of Evaluation on Regional Health Planning since 2001. The research tried to reflect the progress and results of RHP by evaluating the implementation of RHP around the country, and to provide policy recommendation on implementing the RHP in the further.The objectives of the research are as followings: (1)To Compare the standards of resources allocation in different provinces; (2) To evaluate the effect on equity of the standards of resource allocation; (3) To evaluate the progress of RHP; (4) To Analyze the attitudes of stakeholders to RHP; (5) To provide policy recommendation to RHP.Materials and MethodologyThe awareness analysis, which involves people from the department of development and reform commission, the department of finance and the department of health, used the postal survey. We sent out 300 questionnaires, the response rate was 86%. The research has covered ten provinces.including Liaoning, HeilongJiang, NingXia, HaiNan, QingHai, GuangXi, JiangXi, HeBei, HeNan and YunNan.Collecting the standards of health resource allocation of 25 provinces and the materials to calculate the standards of health resource allocation. Also, we collected second-hand data, including data from The summary of health statistics in China (1991-2003), the Yearbook of Statistics in China, The Final Accounts Data in Health Sector (2002), The National Health Accounts (2003).Focus Group Discussion. We conducted two focus group discussions in ZheJiang and ShanDong provinces, and attended the workshop on the progress of RHP in some capital cities.Both qualitative methods and quantitative methods have been used in this research. Quantitative methods have been used in the research on equity of resource allocation. We used the Theil index to reflect the equity of resource allocation. One of the character of this paper is the usage of qualitative methods, including: (1) Using logic model to constructing the evaluation frame on RHP; (2) Focus group discussion; (3) Monitoring theplane media, including the Health News, the Government Report in Provincial level, Policies published after the RHP; (4) Comparative analyzing the standard of resource allocation in different province; (5) Case study, to analysis the progress of RHP.Data process was conducted by the software of EpiData 3.0, and SAS V8.2.Results1. Designing the evaluation framework of regional health planning in ChinaLogic Model developed by the USAID, uses the question tree and divides the total program into phase of input, activity, enrollment, short-term outcome, mid-term outcome, and long-term outcome. We use the logic model to construct the evaluation framework, and divide the evaluation into three phases: short-term evaluation, mid-term evaluation and long-term evaluation. The short-term evaluation on RHP should focus on the time of publish of policy and the awareness to RHP. The mid-term evaluation on RHP includes the activity of adjusting health service system and resource allocation, and the effect on equity and effectiveness. The long-term evaluation on RHP, mainly focuses on the equity, effective, quality and sustainability, and the effect on population's health status.2. Comparative analysis of the standards of health resource allocationIn a sense, the current standard of health resource allocation is just the standard of medical resource allocation, because it doesn't include public health resources or just refers to public health resource allocation.
