The Comprehensive Evaluation of Urban Community Health Services and Research on Sustainable Development Strategy (Abstract)Community health service (CHS) is one of the priorities of health reform in China at present. It is also an important act for actively reforming health delivery system in urban areas and ensuring the policy for health reform to move smoothly. Since the government advocated it in 1997, the CHSs are developing rapidly in the urban areas. At the some time, however, many problems such as management system, mechanism, personnel, financing and compensation are emerging and become seriously obstruct of further development of the CHS. Although there were plenty of studies into CHS, there was few to dealt with following aspects: the demand evaluation of management training, patient satisfaction and responsiveness, job satisfaction, CHS development phases, the cognition assess about CHS and efficiency for service supplying, especially the study strategy of CHS development in a whole, comprehensive perspective. With regard to the situation, it is necessary to identify these problems of CHS at micro-level and find countermeasure and strategies to facilitate the CHS development.The present study applied qualitative and quantitative methods to understand the realities of CHS development in three cities of Shanghai, Chengdu and Shenyang, and identified the key factors that impeded the CHS development . According to these findings, scientific methods were adopted to put forward the CHS development phase theory and sustainable development strategies. Objectives1. To describe and analyze the current operating situation of CHS, identify the key factors that impede CHS development, as well as define the phases and characteristics of the current CHS development based on development phase theory; 2. To carry out systematic study on the CHS developing strategy and raise the sustainable development strategy of CHS.Research Content The present study included six sections. The first one is the general description of situation in the cities and CHS institutions surveyed. For the second one, evaluation of inhabitant need, utilization, patient satisfaction and responsiveness of CHS were carried out. While in the third section: human resource of CHS institutions were assessed. As to the forth one, operating situation of the CHS was assessed. The fifth section was to evaluate the social environmental supports. Sustainable development strategies of CHS based on the findings above was raised in the last section. Research ObjectsCHS institutions (include community health centers and community health post) and other relating institutions of five districts were selected as the research objects in 3 cities: Shanghai, Chengdu and Shenyang.
