Human civilization goes through thour phases: original civilization, agriculture civilization, industrial civilization and information civilization. During the long course, only intorTllation civilization gives us unparalleled impact. We are never afraid of being abandoned by the time like now. So we should keep the time s step tightly to open the door of the new century. Network is the production ot?the progress of social productivity. it's a revolution of the productivity and is infiltrating in our lives. It makes the political, economical, educational, medical and military fields change rapidly. Undoubtedly, the application of network techniques will improve the depth and width of medical education and continuous education. ft will widen the medical care scope and improve the medical service quality. How to bind network with medical science is a question for discussion in front of us. In order to keep the synchronism with the time, a new marginal subject: telemedicine was born. Telemedicine means delivering information and applying medical service with communication and multimedia techniques, including all the medical activities such as telediagnosis, teleconsultation, telecaring, teleeducation and teleinformation service. The concept of telemedicine was suggested in the USA in the 1950?s. It meant applying long distant medical care by hidirection TV systems, telephone and secondary planet. It was mainly applied to military and outer space fields. That's the first generation of teleniedicine. In 1988, someone in the USA suggested to understand it as an open-distribute-system concept. Generalized saying, telemedicine should include modern information techniques especially as audiovisual techniques, computer techniques and remote sensing techniques. The goal of it was to help the communication between the patients and the doctors. It was the beginning of the second generation of telemedicine. Telemedicine improves rapidly in the USA and the west European counties. They have made a great progression in teleconsultation, teletransportation of medical image, telemeeting and military medical science. It was realized through data?s delivering by ISDN. Telemedicine have made a rapid progress in China in recent years. It is mainly applied to the consultation of difficult cases in radiology, pathology, psychology and dermatology and venerology in China. Chinese medicine fund committee found IMNC in 1997. Teleeducation is the new concept of modern teaching. It is called the third generation long distant education. It is to realize communication between the teachers and students by modern communication techniques, network techniques and multimedia techniques. This kind of education will not be limited by the time and the space. The students can share world wide educational intormation and study data they can also apply their local educational interrmation and study data on line for other?s using and discussion. Internet gives learners the chances of participating and applies the study pattern of selt-determination, cooperation and mutuality. The main educational patterns are teaching, independent, mutual and cooperative style. Dermatology and venerology like radiology and pathology has a lot of image data in clinical medical treatment and teaching. It?s fit for the application of telediagnosis and teleeducation.
