Evaluation of human resources for military medical sciences (hereafter referred toas EHSMMS) has come into being in response to the demands of construction of humanresources,intendedtoservethemanagementanddecision-makingofmilitarymedicalsci-ences. With the accelerating military revolution, military medical sciences are faced withthe opportunity of strategic transformation while competitions for professionals of mili-tary medical sciences are intensifying. The“strategy of strengthening the military troopsthroughhumanresourcesandsciences”hasassignednewimportancetoEHSMMS.How-ever,theoveralllevelofEHSMMSisnotquitecompatiblewiththeconstructionofhumanresources for military medicine or with the demands of technological advances. There-fore, an enhanced EHSMMS is of realistic significance for promoting the sustainabledevelopment of military medical sciences.Based on the logical demands of EHSMMS and existing problems in this area, thisthesis has adopted such research methods as literature research, cluster analysis, experts’analysis and comparative analysis. Efforts have also been made to refer to innovativeideas and theoretical methodology related to such evaluation at home or abroad while theguidelines for talent management and technological management are also followed. Thisthesis aims to bring about a system of theories and methods for EHSMMS, reveal thenature and developments of this sphere of research, establish a general evaluation modelfor human resources and propose some approaches and mechanisms for the evaluationof human resources in line with the actual demands and future development of militarymedicine.This thesis falls into three parts: the status quo and problems, theories and methodsand finally strategies and mechanisms.Part One is concerned with the status quo and existing problems. This part describesrespectively the actual demands, basis and examples of EHSMMS. Analyses are madeof the logical demands of EHSMMS posed by the strategic transformation of militarymedicine. Such problems have been identified as the imperfect evaluation system, un-sound regulations of evaluation, unscientific methods of evaluation, insufficient focuson the military, unprofessional staff, implicit classification of targets of evaluation andpoor management of evaluation initiatives. A careful study has also been made of the impact of military beliefs, management of human resources, technological managementandnotionsofmilitarymedicineonEHSMMS.Aretrospectivestudyhasbeencarriedoutof the development of evaluation systems and methodological evolution. We have alsotouched upon the applications of evaluation to selection, use, training, introduction andstimulation of talented professionals. A comparison has been made of evaluation proce-duresandselectionstandardsusedbythestateauthoritiesorthemilitaryinvarioushumanresourcesprograms. Thecharacteristicsoftechnologicalevaluationsagainstdifferentcul-tural backgrounds and under different social systems abroad have also been studied. Wehave also analyzed the effect of the morphological evolution of military medicine of for-eign troops on the construction of the system of evaluation targets. We have also studiedthe developments in the reform of technological evaluation in research institutes of theChinese Academy of Sciences as well as the advances in the evaluation index system forresearchers in China. Finally, we have also investigated the beliefs, theories, methods andexpertise that can serve EHSMMS.Part Two deals with theories and methods. A brief introduction has been given tothe related concepts, methodological basis and systems concerning EHSMMS. Conceptsrelated to“human resources”and“evaluation”of military medicine are also analyzed.We have also presented the notion that professionals of military medical sciences shouldfocus on military-related researches while possessing the character traits of researchers.In this part, we have also compared the priorities associated with performance evaluationand quality evaluation, studied the intension and extension of EHSMMS, and establishedthe system of theories and methodologies for studies on EHSMMS, including those theo-riesandmethodsthatshouldbeadoptedbyEHSMMS,orthosethatareuniversallyrecog-nizedas practicalin sociologyandsomeothergenerally-usedones. Withspecialattentionto the theories, procedures and expertise for evaluation, management and supervision ofevaluations specific to EHSMMS, we have also explored the principles of applicationof a variety of theories and methods. We have tried to gain insights into the system forEHSMMS while analyzing the effect of the environment of military medicine, competi-tions for talents and regulations on the evaluation system. We have also interpreted thesystem structure composed of the evaluation subject, evaluation object and evaluation ac-tivity as well as their interactions. We have made an attempt to study value evaluations,judgment functions and functions of selection, guidance, manipulation and supervision and the self-consistency mechanism between the above-mentioned functions. We havealso analyzed the features of complicated systems and laws of evolution of systems.PartThreeisdevotedtostrategiesandmechanisms. Thispartisintendedtoelaborateon the strategies and mechanisms for EHSMMS and make a summary of studies on re-lated evaluations. We have proposed that methodological studies on EHSMMS are to fol-low the principle of scientific validity, purposefulness and feasibility. A three-dimensionmodel has been established for EHSMMS. An evaluation strategy has been proposed onthe crucial parameters of the model, involving the determination of the dimensions of tar-gets of evaluation, highlighting the core value of evaluations, enhancing the main indexesof evaluations and improving the target system of evaluations. We have also studied theneed to establisha specific evaluationinstitution for evaluatingthe dimensions ofthe sub-ject, to bring to perfection the system of evaluations by professionals in the same area, tocreate medium and micro evaluation indexes at different levels for evaluation of dimen-sionsoftheobject, tolayoutdiversifiedsystemsofevaluationindexesaccordingtoactualneeds, to update concepts of evaluation for the dimensions of evaluation activities, to im-prove the regulations for evaluation of human resources, better procedures and methodsof evaluation and create a platform to back up evaluation systems. This part also involvesanalyzing the linear and non-linear role of self-organization and hetero-organization dur-ing EHSMMS and probing the co-existence mechanism of self-organization and hetero-organization. Efforts are also devoted to elucidation of the relationships between eval-uation on one hand and stimulation, flow and training of professionals and total qualitycontrolon the other hand. The relationships between evaluation and development of tech-nologicalstrategiesandinnovationsarealsostudied. Caseshavebeencitedonorientationstandards for classification of innovators of sciences and on evaluation studies on orienta-tion of grades of expertise at an advanced level. We have also discussed the developmentsof EHSMMS during the transformation of military medical sciences.Part One attempts to disclose the underlying problems by analyzing superficial oneswithEHSMMS,PartTwoaimsatrevealingtheintrinsiccharacteristicsandlawsofchangewithin an evaluation system for science and technology and Part Three explores novelways to apply theories of evaluation to evaluation practices with reference to the actualreality in EHSMMS. The whole thesis is expected to construct a system of theories andmethods in line with the backup factors of scientific evaluations, to bring to light theenvironment, structure, functions, characteristics and laws of evolution of the system for EHSMMS, to establish a three-dimension model of evaluation that is widely applicable totechnological evaluations, to present evaluation methods that conform to the transforma-tion of development strategies for the ongoing and future development of military med-ical sciences, and to elaborate on the mechanism of operation of self-organization andhetero-organization in management of human resources and scientific research. Stud-ies on EHSMMS are likely to contribute to enhancing the management of human re-sources and scientific research in the field of military medicine, perfecting the regulationsfor EHSMMS, standardizing activities related to EHSMMS, invigorating innovations inEHSMMS, providing better guidance for the construction of human resources for mili-tary medical sciences and promoting the sustainable and healthy development of militarymedicine in China.
