This article mainly concerns social-economic benefit of water and soilconservation, exposing its relationship and influences to social-economic developmentin rural area. Based on qualitative analysis, the article set up the data base of water andsoil conservation, discusses the basic theory of evaluative means, models andcalculative process in social and economic benefits, builds the evaluative system ofsocial-economic benefits based on computer, and gives the specific evaluation to thefive collected areas and makes the contrastive analysis to the evaluative results.In the part of qualitative analysis of theory. Concerning social-economic benefit ofwater and soil conservation, exposing its relationship and influences to social-economicdevelopment in rural area, making qualitative evaluations and concrete analysis to allmeasures of water and soil conservation.In the part of appraising analysis. First set up the data base of water and soilconservation by adapting materials and dates collected in practical examination. Thisdata base includes basic information of water and soil conservation and social-economicdevelopment. Five specific areas collected, Dingxi, Guyuan, Yan'an and Yulin. It playsbasic role to the following research on evaluative system. The second take Dingxi forexample, discussing the basic theory of evaluative means, models and calculativeprocess in social and economic benefits. Actually, the pure hand worked way, makingpreparations to the evaluative systems through computer using. The third concerns theevaluative system of social-economic benefits based on computer analysis resultingfrom the previous data base and hand worked assesses. The fourth gives the specificevaluation to the five collected areas and makes the contrastive analysis to theevaluative results, finding out hidden problems and putting forward solutions to waterand soil conservation through the particular and quantitative comparison.With comparison and detailed study, discovering the common law of water and soilconservation: the universality of influences of water and soil conservation tosocial-economy in countryside, the main segment of water and soil conservation program is to improve the income of peasants, food safety becomes a severe course insome areas where soil erosion is brutal, the effective way to maintain social-economicbenefit is to improve the utilization level, the readjustment of productive constructionmay be converted into the subjective matter of further development in water and soilconservation.Three main achievements of evaluative system of water and soil conservation andsocial-economic benefits in loess plateau.First, set up the basic data base providing relevant in formations for the professionalresearch and beneficial evaluation.Second, establish the complete evaluative system. The evaluative system simplifiesthe complicated hand worked calculation in hand worked evaluation and accomplishesthe selectiveness of different evaluative factors in different areas, It's the open system ofevaluation.Third, Water and soil conservation in loess plateau and research on social-economicrelationship in rural area produce three conclusions. 1. Human activities inimpoverished areas can worsen soil erosion in some degrees, but not the main reason.2.Even though direct influences of soil erosion to annual earns in rural area depends ondifferent economic mould, the impoverished countryside based on agricultureproduction suffered most. Moreover, soil erosion has a general influence to the fixedassets, such as social-ecology. The decrease of fixed assets in the most serious soilerosion area surely can affect economic incomes. So, soil erosion has a direct or indirectinfluence to the output value of impoverished area. Soil erosion is one of the mainelements of poverty. 3. It's more rational to adapt the per capita output value to evaluatepoverty. Per capita output value=annual pay+variable of per capita fixed assets. Inview of changes of fixed assets can obviously mirror the scientific developedviewpoint of sustainable developments. To discuss the basic pattern of water and soilconservation to social-economy in rural area, the specific influences of water and soilconservation and the food safety influences of water and soil conservation in loessplateau. The study also have some inadequate, such as insufficiency argument on analysis oftheory, imperfect information on the data base of water and soil conservation, andlacked evaluative target in the evaluative system.
