Some successful experiences from village land consolidation both inside and abroad have come to show that agricultural land consolidation contributes to not only increase in agrarian areas, but also improvement of agricultural land production conditions. Data from Taiwan, Jiangsu, Zhejiang, Shanghai, Anhui and Shandong provinces further showed that it could be increased 5-10% of agrarian land areas, reduced 20% of time consumption and increased 10-20% of yield after agricultural land consolation. Therefore this work has been carried out currently throughout the country and it could be expected that about 20-40 billions Yuan will be invested in order to build demonstration areas in near future. In particular, among coastal provinces such as Zhejiang and Jiangsu provinces many counties have been on the way to agricultural land consolation engineering.Agricultural land consolation is a comprehensive basic engineering which can enhance scientific, reasonable and collective characteristics hi agricultural land use and improve farmer life and farmland production condition. It could be carried out by mean of multidisciplinary technology and methods. It is objectively necessary to establish a complete technology system for this farmland consolation engineering so as to provide a practice guide. As modern agricultural land consolation based on coordination of people, resources, environments and developments (PRED) just has started, some current research has been done on land consolation policy, especially administration role on it. This paper will be focused on establishment of theories and methods of land consolidation. The main research contents and results were as follows:1. Research achievements and progress on land consolation and sustainable land use both inside and abroad was systematically summarized. Some theoretic questions were answered, including concept of agricultural land consolidation, sustainable farmland use principle, dynamic model of hierarchy patches, procedures and technology system of land consolidation.2. Connotation of sustainable agricultural land consolidation project plan was addressed. This project plan has been emphasized on use and protection of environmental resources, the public demand and aspiration, and involved making policy of sustainable farmland consolidation, planning various land use and space arrangement, and compiling agricultural land consolidation project guides for improving land ecological environments. Meanwhile, necessary demands for establishing governmental administration systems and making policy were put out. The procedures and contents, goal oriented planning thought and operational measures and basic model of land resource arrangement were also studied. Based on analyzing sensitivity, venture and their effects on land consolidation, model of sensitivity evaluation and venture model were183established. Example of land consolidation project in Xuemeiyang, Changtai county of Fujian province was given. Land use, road engineering, ditch engineering and ecological shelter-forests were planned and arranged by applying sustainable land consolidation theories and methods and to evaluate sustainable plan scheme by using 13 indexes selected based on ecological, sociable and economical sustainable development.3. Concept, characteristics, principles and basic rules of sustainable agricultural land consolidation project engineering design were suggested. Methods and procedures of engineering design for sustainable agricultural land consolidation project were also illustrated, including analysis and making general rules, identifying design demands and standards, diversity design and engineering design of land use, sustainable design valuation and monitoring. Principle of optimum cultivation piot design was also put out. Example of Xuemeiyang agricultural land consolidation project was given to optimize piot design. 80-120m in long and 20-40m in wide for land were suggested.
