Studying the Chinese tobacco-growing alternative as the main line and referring the case of foreign tobacco-growing alternative, Chinese tobacco-growing alternative plans are systematically studied to promote sound and sustainable development of China's tobacco industry, to provide a decisive basis for China's tobacco-growing alternative and provide technical text for China's implementation of WHO-FCTC.The barrier analysis of China's tobacco-growing alternative showed that there will be at least four aspects of barriers to get the recognition of the community and the support of tobacco industry to implement the tobacco growing alternative, which are the contradictions of economic development and public health, the contradictions of tobacco controlling and group's consumer demanding, alternative sources of income issues of local governments in tobacco growing district, alternative livelihoods problems among tobacco-growing industry practitioners.The necessity analysis of China's tobacco-growing alternative showed that, to implement WHO-FCTC, China should do something in tobacco-growing alternative and alternative livelihood. And to meet the demands of WTO, China should optimize allocation of production by tobacco-growing alternative to enhance the quality and market competitiveness. The global tobacco market as well as the national market has a tendency of shrinkage. Tobacco-growing alternative is an inevitable trend and the demands of time.The feasibility analysis of China's tobacco-growing alternative showed that to promote sound and sustainable development of China's tobacco industry, comprehensive arrangement must be carried out to achieve the optimized allocation of tobacco resources; the basic realization of plans provided certain experience for tobacco-growing alternative. The potential of China's tobacco-growing alternative is great, and has good prospects. Tobacco monopoly system in China provides implementation of tobacco-growing alternative a better security system.The achievements of China's tobacco-growing alternative are focused on the following aspects:It put forward ENEC study method and made empirical studies to it, to provide guidance for gradual replacement area. Besides, the overall strategic planning of gradual replacement of tobacco in China and geographical allocation plan were put forward. Taking full consideration of all kinds of factors, comprehensively considering the national interest, professional interest, local government's interest, consumer's interest and interests of tobacco personnel, it put forward direct idea, basic principles, strategic aim and strategic measures for China's tobacco-growing alternative, and made a overall framework for comprehensively implementing tobacco-growing alternative. |
