With the national economy sustaining growth,the automobile industry is the pillar industry in China.But the rapid development of automobile industry has caused the tremendous pressure to the energy and the environment,influenced the energy security and energy strategy of China,and restricted the sustainable development of national economy.In view of the electric vehicle's(EV's) advantages with economical utilization of resources and lower environmental pollution,many countries have invested the numerous funds to develop EV industry.The government has also pain a lot of attention to develop EV industry,EV industry has the industrialization basis in China. But we lack of a systematic in-depth research on the EV industry development.Based on the industrial development theory,this paper takes the EV industry as the object, studying the force and planning of EV industry development in China.The studying results are applied to guide the EV industrial development in Wuhan.The purpose of paper is to provide the theory and the practice supporting when the government formulates the EV industrial development strategy.In this thesis,the major researches and innovations include:Based on the systems science,the dynamic system of China's EV industry is constructed.And the dynamic mechanisms,which are included the pull force of the energy and the environmental protection demand,the driving force of technological innovation,the push force of the government and the supportive elements as well as the supporting facilities,are analyzed.This paper put forward the research methods that the force of EV's development industry is analyzed by vehicular emission and energy inventory for the first time. The demand force subsystem of the environmental protection and the energy is constructed.Related the development of automobile industry development,the pollution emissions,the energy demand as well as the ambient air quality,the vehicular emission inventory of China is established.By the method of controlled automobile emissions total quantity of CO2,the three dimensional dynamic model of EV development based on the environmental protection and the energy pull force is established,so as to provide the theoretical foundation and the data information when the government formulates the EV development path.Based on the synergetics,technological innovation synergetic features of the Key S&T Project of Electric Vehicle are analyzed.The technological innovation force subsystem is constructed,the synergism relations of the various essential factors are analyzed.The operational mechanism of the dynamic system of China's EV industry is analyzed.That the necessary condition of the industry development is to form the joint forces of the force elements co-evolution is proposed.Based on the catalysis and medium action,the catalytic mechanism of the dynamic system is analyzed.This paper put forward that the location agglomeration is the medium of the dynamic system,and the demonstration is the catalyst of the dynamic system.It has provided the theoretical basis and practical guidance for the choice of the temporal-spatial evolution model of EV industrial development.Based on the analyzed above,the EV industrial development's the temporal-spatial evolution model is chosen.The location strategy of industrialization center city is proposed,and the strategy of EV demonstration is proposed.The ideas of the industry supporting facilities is proposed,focusing on the construction and management of the charging network,the vehicles maintenance network as well as the battery recycling network.This paper suggested that EV charge-station network construction should carry on with EV development synchronization,instead of laying a large-scale charge-station network.And the policy of EV industry development is proposed.Finally,the study results are applied to practice in Wuhan.The construction plan of Wuhan EV industrialization center city is designed and applied to practice,the model of Wuhan EV demonstration is chosen and applied to practice,and the implementation effectiveness is evaluated.The achievements and practices are provided for the EV's development in China.
