Along with the quick development of market economy in China and the international trade, the maritime traffic has also prospered, with both the number and the speed of the ships increasing continuously. The growing maritime traffic density poses great challenges to the avoidance of ship collision, the management of port traffic and the navigation safety. However, the current telecommunication and navigation system has many limits. The complexity of maritime traffic data demands for a more efficient and reliable spatial data model for effective data storage and management. The traditional AIS system is severely limited in its coverage and coordinative capacity. Improvement and expansion are urgently needed to cater for specific application requirements. Mathematical model is the core and base for the construction of GIS system. A comprehensive mobile AIS mathematical model is to lay a solid foundation for the application of GIS system in maritime traffic.This essay is to utilize the object-oriented modeling tool and UML modeling language to improve and expand the current mobile GIS system and the spatial mathematical model within the framework of the Object-oriented Theory. The objective is to present an operable and object-oriented mobile GIS mathematical model that is compatible to the relational database and object-relation-based GIS. This new model is to largely facilitate the storage and retrieval of mobile GIS spatial data. Further research has also been conducted on the integration of AIS and GIS systems, which realizes the data exchange and communication between the two systems. The application of abovementioned theories and technical research results on the managed offshore ships has generated such yields as the Mobile AIS Conception Model for offshore ships management, the Database Structure Model, the Logic Structure Model and other functional modules for those models. The new model may aptly cater to the basic network characteristics and mobility of the offshore ships management and provide a reliable platform for the dynamic, real-time and visualized management of offshore ships. Last but not the least, a new offshore ships management information system has also been designed and developed which not only functions as a testament to the new model but also gives rise to a highly applicable and exemplary Offshore Ships Management Information Software.The main innovative points of this article lie in the following:(1) It suggests a method using "object-oriented technology" to describe and express the mobile GIS space data, which better addresses the mobile GIS space data storage and retrieval problems.(2) It puts forward first time the "mobile AIS" concept and makes research and demonstration to the method for integration between mobile GIS and AIS.(3) It builds up the data model for offing shipping mobile AIS management which serves as an advanced, practical and workable data model for new application of AIS.(4) Taking the above conditions as the base, we have designed and implemented a software prototype for offing shipping management information system.
