The study was on the urban local traffic network capacity. It focused on the capacity of the vehicles and unmotorized vehicles in the local traffic network. The condition required for the local traffic network was also researched. In addition, the capacity of the CBD traffic network and the supply of the parking facility were analized. And the macro-measure for the validation of the capacity was proposed.Urban traffic network is an aggregation of road links and traffic nodes. The determination of the capacity of the network (for vehicles and unmotorized vehicles) can be used as an index for the strategies of regional transportation planning and urban integrated transportation planning. Considering the complication of the traffic network, the study worked from the viewpoint of engineering practice and operationality. It was aimed at providing data basis for rational planning, designing and transformation of the road infrastructure and providing theoretical reference for traffic impact analysis of large public construction projects. Moreover, the research focused on the urban local traffic network, resulting improved practicality of the syudy output. The study is significant in theory and in application.The author summarized and analyzed the study method in related researches in China and oversea. This study was organized from the point of view of the user application. According to the object of the study and the "Space-time Consumption" theory, the concept of urban local traffic network was defined. Through the analysis of network topology, the network in reality was simplified and the conditions required for the simpification of complicated network proposed. Based on the achievements of past works, the mechanism of traffic operation was further analyzed. With the guidance of the general concept of traffic network capacity, the local traffic network capacity was defined as follow:(1)The theoretical capacity of urban local traffic network: the maximum number of traffic entities serviced in a unit time, in a certain region, under the ideal conditions of road and traffic and the fixed OD structure, considering the land use of the local network region and the road structure character. The traffic unit adheres to the lowest trip cost principle according to the unit's character, level of road service and environment restriction, and the unit uses the road resources according to it's road- right strictly.(2)The practical capacity of urban local traffic network: the maximum number of traffic entities serviced in a unit time, based on the theoretical capacity, by revising the ideal road and traffic conditions according to the real conditions and adopting the traffic management measures.According to the definitions above the study was carried out on the base of analyzing present research method. The "Space-time Consumption" method was adopted. The theory and the applied model of urban local traffic network capacity for vehicles and unmotorized vehicles was built up. The parameters in the model were also studied. The necessary conditions for the traffic network was deternmined. Moreover, the distribution pattern of the traffic network abstract distance was proposed with the analysis of network topology structure. Further more, the CBD traffic network capacity and the supply of parking facilities was studied. And the relation model for the equilibrium between the supply of parking facilities and the traffic network capacity was built up. The model was applied in an example project. In last, in order to guarantee the validation of the study results, the relevant policy and measures was put forward.
