In the procedures of urban public safety planning and emergency management, how to efficiently deploy and rationally locate the urban disaster prevention and mitigation facilities is a very significant strategic decision. The goal of urban public safety planning is to prevent the disaster occurrence by prepare against disaster causes, and it is preventive and active. The goal of emergency management is to mitigate the disaster consequence in the emergency respond procedure; it is on real time and reactive. The cross point of urban public safety planning and emergency management is the urban disaster prevention and mitigation facilities. Therefore, the location decision of urban disaster prevention and mitigation facilities is especially significant; herein the main tasks address determining on the number and locations of urban disaster prevention and mitigation facilities, planning the service capability, service distance and service usage ratio for the urban disaster prevention and mitigation facilities, that are in nature strategic decision problem and determine the performance of the urban disaster prevention and mitigation system.This dissertation systematically studies the location decision problem of urban disaster prevention and mitigation facilities, which includes location models and strategic decision method for the urban disaster prevention and mitigation facilities.This dissertation is divided into 8 chapters, and organized as follows: Chapter1. Introduction: The background and significance of location decisions for the urban disaster prevention and mitigation facilities are discussed. The dissertation' s main contents and structure briefly summarized.Chapter2. Categories, characters of urban disaster prevention and mitigation facilities and their location decision domain analysis: First, Characters of public safety incidents under different emergency are analyzed and their demand specialties on the urban disaster prevention and mitigation facilities are summarized. Then, the urban disaster prevention and mitigation facilities— the study objective of this dissertation are defined and classified, and its characters are analyzed. Finally, the location decision domain of the urban disaster prevention and mitigation facilities is analyzed. Chapter3. Determinate location models for urban disaster prevention and mitigation facilities: Mainly the location decision problem of urban disaster prevention and mitigation facility is studied. First, the most used determinate location models are discussed, include location set cover model, maximum covering location model, backup covering location model, p-median model, p-centre model, (un- and capacitated) fixed charge location model.
