The rapid increase of building energy consumption has been a bottleneck that restricts the steady rise of our country's economy and the construction of a harmonious society. In spite of the nation-wide attention and immense efforts made by the administrative departments, the total effect is disappointing. More than 99% of the existing buildings belong to those with high energy consumption. What's more, there are still more than 95% of the newly-built buildings which fall into the same category. In order to promote the building energy efficiency, we need to have a deep and comprehensive understanding of the variation law of building energy consumption at the technology policy angle.This paper first advances the concept of the building energy gene worldwide and constructs the building energy gene theory, which provides a scientific method to accurately grasp the variation law of building energy consumption.The meaning of building energy gene is shown in the following two aspects. One is structure gene in space. The structure gene of building energy consumption means the least independent unit whose indoor environment requires manual control in building—the room. The introduction of structural gene is an innovation based on a critical assimilation of the traditional theoretical method which only attaches importance to technological detail. The other meaning of building energy gene is hereditary gene in time. The hereditary gene of building energy consumption is defined as the energy consumption within the basic time interval that can reflect the characteristic of building energy consumption within its lifetime. The scientific definition for the basic time interval of hereditary gene can not only ensure the precision of the analysis on the variation law of building energy consumption but also make the analysis work done more easily and efficiently.The gene theory of building energy consumption is established on the basis of the thermal environment analysis on the least environmental control unit. The gene theoretical system of building energy consumption includes the following four aspects. Firstly, it provides the formula that can clearly reveal the variation law of air temperature inside the smallest environmental control gene unit under the integrated effect of multiple factors; The variation law of air temperature in any environmental control unit can be characterized by two parameters—characteristic temperature and...
