Since the practice of reform and opening policy, economy in China has been in high-speed development. The great improvement and rearrangement of productivity, precursed by technology progress and linked by market economy, has bred multifold fundamental innovations in urban planning and construction in China.The 21st-century Chinese economy will remain in high-speed development, which will bring urban construction into intricate dynamic development characterized by obvious uncertainty.Under the drastic social and environmental transformation and rapid economic development, urban planning as a governmental mechanism is expected to come up against and answer the diverse economic, social and environmental changes, innovations and challenges; while the current task of it is to find out a practical method to come up against the drastic changes. Under such background, this dissertation is to take"A study on the urban planning operation mechanism in the transitional period"as its topic, and to make a systematic study and analysis of urban planning and operation under the background of social transformation, and to make exploration into the dynamic strain and dynamic applicability of urban planning in the transitional period.This dissertation is at first to make an analysis and expounding of the concept of"urban planning operation". On the basis of background analysis, this dissertation is to make a full elucidation and deduction of the concept in perspective of system theory, cybernetics, game theory and operational research, aiming to provide a theoretical backup to the study of urban planning operation mechanism; and then to give an all-round description and verification of the methodology of"urban planning operation", and to introduce supervision system, ISO quality control system and performance control into the mechanism, with an attempt to make a study of the method, management system and legal insurance to realize urban planning and operation.Then on the basis of the idea of urban planning operation, with reference and generalization of the exact operation conditions of the urban planning and management of Chongqing, this dissertation makes out a framework of idea and suggestions to the urban planning making of the city in terms of innovation, mechanism, performance control, supervision system planning, information platform construction design, operation mechanism planning, and streamline and reconstruction of policy-making...
