Municipal Solid Waste (MSW) has become a big threat for the society and the ecosystem in China. Even though MSW is increasing at rates around 8-10% per year, its management is not as developed as needed. MSW management includes several fields such as planning, administration, financing, legislation and engineering.MSW in Wuhan city has followed the same pattern as the nation's. Wuhan landfills are being filled without proper control and will be full soon. This thesis discusses the application of the ash model to predict the quantity of MSW in the city in the future. This thesis also discusses about the management of the facilities as well as the optimum implementation of waste handling techniques such as incineration, composting, recovering, and electricity generation.The contents of this thesis are divided as follows:1. MSW contains a variety of items, some of which are harmful for human health and the environment. MSW comes primarily from nine sources, being domestic waste half of total. Amounts of MSW are large and increasing. MSW has a complicated composition, which is influenced by the large city population, economic development, residents' income and consumption, power generation, geographical characteristics, among others. This thesis proposes strategies for improvement through adequate management.2. General overview of MSW management abroad and China. Several issues are discussed such as waste reduction, maximization of recycling, revenues from taxes and service fees, research and technology progress, legislation, and community involvement. This chapter compares MSW management in developed countries with China and explains the points on which China needs improvements. Some of these points are administration structure, funding, and waste handling techniques.3. This chapter describes the present condition of Wuhan MSW management and disposal, then carries out an evaluation of the system, and finally states the problems in the Wuhan MSW treatment. Some of this are: Serious lack of funding, poor condition of minimal facilities built, rudimentary technology, ineffective management mechanism, low marketing, poor legislation, low level of recovery and recycling, and deficiencies in work labor4. Prediction of Wuhan MSW production is determined by internal factors, social factors, and the manipulation of the waste. The application of the GM(1,1) model estimates that Wuhan MSW amount of waste in 2005 and 2010 will attain 174~189 ten thousand tons and 184~224 ten thousand tons respectively, which leads to a daily average disposal of 4765 tons and 5049 tons. Using a regression line method to estimate waste composition gives results for recovered material, compost, and incineration material of 26.18%,64.93%, and 27.33% in 2005; 27.20%,75.99%, and 22.21% in 2010.5. Linkage of the collection and transportation systems of Wuhan MSW is of great importanceto guarantee optimization of the project. The goal of the MSW collection and transportation system development is effective collection and classification, collection mechanization, packaging, security of garbage transport, compressive, and transport and disposal charges, high environmental protection, and overall good cooperation between collection and transportation methods.According to the diversity in Wuhan population distribution, area, building density, this text proposes five viable methods to collect and convey project. In future, Wuhan City collection and conveying system will be a network of projects. With the whole development of this system, this project will be more stable and productive.The general direction of development the MSW handling technique aims to reduction and recycling. In China, Land-filling is the main solid waste treatment, and then incineration. Among the future application of garbage handling technique and development, material recovery will be applied. The application and development of MSW treatment technology is itself a united development of several technologies. The MSW handling of Wuhan will improve the hygiene and pay more attention to composting, constant incineration, research on new technology for resources recovery, and overall find ways for the achievement of sustainable development.These are the main developments that will take in the future:Near future (2001~2005): efforts will be made on the development of the current landfills potential and handling technique, adopting incineration a part in it.Metaphase (2006~2010): Attaining of clean land-filling and incineration, moderate develop of composting.Long-term (2011-2020): Gradually turn the diverse technique into the construction of a sustainable development complexion, which integrates land filling, incineration composting, and recyclingThe perfect MSW management system should supported by legislations, policies, the economy, the society, international cooperation, technology improvement, management, and industrialization reform, sustainable development and programming. Each item brace aspect has its concrete contents and deep connotation.MSW's management involves broad technology and science. There are several influencing factors in determining the effective management. Optimizing the management system involves continuously adjusting it to its needs in order to create a benign and dynamic management system.
