It is a very serious situation that it is hard to find a parking place in the big city, and it directly results in increasing the invalid traffic flow on the road and making it crowded and jammed. The Parking Guidance System (PGS) is an effective way to figure out the problem and to help the driver find the parking space quickly. Aimed at the situation of hard parking in big city, the systematical construction and design method of the parking guidance system are studied in this research.Firstly, the research is focused on the situation of hard parking, especially in the large business district, office center, CBD and so on. The reason is analyzed why it is hard to park, and the problem existing in current parking management system of big cities are clearly indicated. The necessity and feasibility to build the Parking Guidance System are also pointed out.Secondly, the advantages and disadvantages of the present parking guidance system at home and abroad are analyzed. It can be concluded that the control mode combining distribution with integration and 4-level guidance style should be adopted by the metropolis guidance system construction. The structure of the system is also concerned. The Parking Guidance System consists of the information collection subsystem, the message processing subsystem, the message transmission subsystem and the message distribution subsystem. The main function of the message collection subsystem is to collect the number of parking places, the messages of collecting and sending devices and the information of the vehicles passing into or out of the parking lots. The main function of the message processing subsystem is to filter, syncretize and consistently dispose the collection messages and also to deal with the parking space reservation and vacant places forecasting, etc. The main function of the message transmission subsystem is to deal with the information communication between the parts inside the Parking Guidance System. The main function of the message distribution subsystem is to release all kinds of parking messages by all means to the receivers inside and outside the system, to satisfy the requirements of the message demanders and the administrators.Thirdly in this research, according to the characteristics that the PGS has large amount of messages, the information concerned in the Parking Guidance System is particularly classified, and the functions of all-level management centers are designed. The previously accumulated data are analyzed and the rules and impact factors of the vehicle passing in and out are obtained. Therefore the models of the parking space forecasting and message distribution are also studied and established.Fourthly, by way of questionaire, practical investigation and references, a kind of new design thinking is put forward in this research. And a set of special guidance sign is designed for the system. It not only accords with the requests of traffic symbols, but also meets the needs of parking guidance. Furthermore, the RNPD Principle, a way to determine the level of guidance and the guidance sign laid position is advanced in this thesis.Finally, on the basis mentioned above, the module structures and functions of the superior management software system are generally explained in this research. The software system is developed on the Windows 2000 platform, using the Visual C++ language combining with the groupware 'MapObjects' of GIS. It can be concluded that the software can fulfill the fundamental functions of the system.
