As the modern transportation facilities, freeway has become an important traffic mode that adapts to the development of the modern industries with large traffic flow, quick speed, well facilities and comfortable journey. Nowadays with the development of socio-economy, the capacity of freeway can't satisfy the demand of the increasing traffic. Congestion, accidents and pollution problems have caused the widespread concern of our society. One of the effective methods of solving these problems is to form a timely, accurate, efficient and advanced Freeway Traffic Management System (FTMS) by applying the high technology to improve the existing traffic network and combining closely the relationships of vehicles, roads and users. Because of the large investment and the high risk of the development and application of FTMS, government, enterprise and the mass all pay great attentions to the socio-economy impact and various benefits of the FTMS projects. Now there are no complete indexes systems, models and methods for the socio-economic impact measure and evaluation of FTMS projects in our country. With the scientific analysis and evaluation for the socio-economic impact of FTMS projects, we could identify and quantify the various benefits which brought to the different influenced colonies and could bring a deep understanding of the potential socio-economic impact of FTMS projects to decision-makers, gain the investment benefits to the utmost extent, and has important theoretic value and realistic significance for the national economy and social development.Based on the national natural science fund project of "Model and method on socio-economic impact measurement for ITS projects" (50178033) , this papermakes overall and deep research and exploration on the socio-economic impact evaluation contents, evaluation rule, indexes system, methods and cases for FTMS projects. The main contents of this paper may be summarized as follows: On the basis of the summarization of frame and function of FTMS, the secondchapter of the paper discusses the concept, necessity, characteristics, contents and methods of the socio-economic impact evaluation of FTMS projects, and sets up the FTMS projects evaluation frame.The third chapter of the paper makes deep analysis and research on the constructional theory of comprehensive evaluation indexes system of FTMS projects, including the establishment, selection and perfection of the evaluation indexes. Then based on the analysis of various socio-economic impacts of FTMS projects, the paper establishes the socio-economic impact evaluation indexes system by using the systems analysis method of DEMATAL, and sets forth the theory on how to quantify the qualitative indexes and how to determine the indexes weights. Finally the paper remarks on transportation simulation software that supports the evaluation of FTMS projects impact.According to the analysis of Customer Satisfaction Degree measure theory at home and abroad and the characteristics of freeway traffic management system itself, the fourth chapter of the paper establishes the measure model of Customer Satisfaction Index (CSI) based on transportation information for FTMS projects by using economics model, explains the solution of the model by way of Partial Least-Squares, and proves the applicability and forecast ability of the model with an example. Then to counter the practical characteristics of Electronic Toll Collection (ETC) project, the paper presents a fuzzy assessment model of CSI for ETC project based on perception quality, and calculates some CSI values according to the different percentage of vehicles equipped with ETC tags. Based on the analysis of evaluation theory of FTMS projects at home and abroad, the fifth chapter of the paper explains the basic principles of some evaluation models such as Cost-Benefit Analysis, Cost-Effectiveness Analysis, Analytic Hierarchical Programming (AHP), Data Development Analysis (DEA) and Statistical Analysis, in the light of the synthesis of the advantages o...
