The development of the West of China requires the railways in the west area support more effective, more continuous and safer service. But the railways in the west of china, which were always built in the so called "railway forbidden region", are often attacked by debris flow, landslide, mountain torrents and so on, the railways are threaten by these nature disasters deeply. With the long time research, the railway management has mastered some characters and rules about the disasters. Some techniques, such as engineering and biological prevention and mitigation measures, have been put into practice, some techniques, such as the supervise technique, the prewarning technique and the forecast technique are in the process of researching. All these techniques have got great success to prevent the railway froni the disasters, but these are not enough. Now, the disasters, with the higher frequency and the bigger size, because of the complex environment and deteriorative ecological conditions, occur along the railways sometimes. The railway administrator has been disturbed by these line distributed, occurred almost at the same time disasters deeply. It has two main tasks: one is to prevent railway from disasters, another is to find the nature disasters along the railway to avoid the transport accidents, so the decision technique, according to the characters of disasters and the railway, is also needed. The decision technique, associated with those existing techniques noted before, will help the administrator manage disaster information well and avoid lots of the transport disasters. So the research of the decision technique for the railway administrator is a topic with great scientific and practical scene.According to its main tasks, there are two kinds of decision technique are discussed in this article: one is about safety ensure technique during the flood season, another is about disasters prevention and cure technique. The contents including three parts.In the first part, the structure and the run mode of the rainfall alarm system, the index system and the way of setting up the alarm standard are discussed systematically. A case study on the Chen-Kun railway is put into to illustrate the application. A reliability evaluation model which based on the reliability theory andmethod is also bring forward to prove that the rainfall alarm system is a kind of high reliable alarm system. In the second part, a new kind of decision technique: extension decision technique is applied to the decision for the debris flow disaster mitigation planning. A kind of matter-oriented method, which is called extenic mode, is set up in this paper to design, compare and optimize the disaster mitigation planning. The third part is about the spatial data mining technique. Many information systems have got enough spatial data about the debris flow, but how to use the information in deep degree is a big problem. In this part, the author develops a new kind of spatial data mining technique: Extenic spatial data mining technique. A extenic spatial data mining tool, is also developed, using the Arcview, a GIS software which is supported by the ESRI, for the purpose of the real-time debris flow danger degree zoning of the debris flow danger degree. User can interact with the system through this tool, and the result can also be visualized.The originality innovations of this paper are as following:1. The originality innovation on the theory:Extension theory is a kind of new theory that is put forward by Professor Cai wen. This theory is applied to the decision for the debris flow disaster mitigation planning in this paper. A kind of matter-oriented method, which is called extenic mode, is set up in this paper to design, compare and optimize the disaster mitigation planning.2.
