Low-carbon development is a major theme for China's urban to address climate change, energy security, and achieve sustainable development. The paper discuss how urban planning to solve construction path for urban's low-carbon development, taking Zhangzi Island as an example.Understanding the development and the requirements are the premise of low-carbon urban planning. With the analysis of low-carbon development theory and China's national conditions, Paper sums up the characteristics of China's low-carbon urban development, the basic path and its development model. China's low-carbon urban development should be a comprehensive, coordinated and sustainable development-oriented. It is necessary to save energy, reduce carbon emissions, but also to take into account the solution of other resources and environmental problems ,which appears in the process of urbanization. We should establish a development model of multiple targets, multiple systems and collaborative means ,with the theoretical basis of synergetic diversification ideas, combined with the sustainable development of urban exploration in the existing results, and the active role of market economy in developing, to achieve a balanced ,stable and efficient development.Changing the traditional development model is the basic requirement for urban low-carbon and sustainable development . Low-carbon urban planning should organize based on recognizing of the new development model ,in order to obtain a real need for the new development towns pass.Low-carbon urban planning is a big proposition. With the problems of Zhangzi Island development, the paper select four critical nodes for discussing the feasibility of new concepts and practices. They are planning principles, specific research, technical support and control mode, which to discuss basic requirement for the establishment, major systems of planning strategies and interaction, construction evaluation and selection, and flexible planning management, reflecting the law of market economy . low-carbon development and urban planning both achieve their operability with the considering of many real request.
