Policies Research Of Historical Buildings Reuse In The Old City Of Guangzhou

Under the guidance of the sustainable development theory, in order to resolve the sharp contradictions between the development of city and the heritage of the cultural. This paper analysis and research the status, features and multi-values in-depth by integrating the natural, political, economic and culture background of the historical buildings in the old city–Guangzhou. Advancing the point of view- the reuse of historic buildings ,based on referencing and summarizing the experience at home and abroad. Through the deeply analysis in this view, the content and nature, the paper make the policy-related research at two levels, one is design, the other is operation. In the design level, Mr. He Jingtang to "two-viewpoints and three-characters" as the theoretical foundation, derived from reuse of historic buildings of the integrated,dynamics and regional of the three major principles, and then to the construction of places of Phenomenological Theory basis, from the space layout, and technical support expressed in the form of three levels of the design policy to establish a complete system. In the implementation of the operational level in order to balance the interests of the principles of economics as a guide, based on reuse of historic building project to start the whole process of implementation of the operation of the system policy system. Through two levels of in-depth study, combined with the adaptability of policy analysis, suitable for the formation of Guangzhou, comprehensive and practical policy for historic buildings re-use system.The main contents of this paper is divided into four major sections.The first part ---raising questions. Facing the cultural crisis happened in the Guangzhou transformation of the old city ,The author proposed the main points---reuse of historic buildings, and made a brief of the relevance of this view focus on the concept of the purpose of this study,the significance of the foundation and framework.The second part is the reality-based basic research of Guangzhou. First of all, introducing the old city of Guangzhou,the characteristics of Guangzhou historic buildings and the actual destruction of the situation, then reviews from the protection of historical building in Guangzhou to re-use relevant practice, Summing up and reflecting the exposed problems and drawbacks , and further pointed out the scientific and practical significance for the development of Guangzhou, and related factors.The third part is the theoretical research on reuse of historical buildings , including two aspects, theory and policy system. First of all, this paper analysis the theoretical basis that on the view of urban development of the historic building ,then made a point that the re-use is the concept of the initial repair of a more mature development of the concept of protection. After that ,made the values from the historic buildings, life concept, the core ideas, the basic characteristics of the target system and discussed the reuse in details . in the part of policy System, the introduction of integrated, dynamic and regional places of the three main principles and location theory, the design policy to build the basic framework of the system; taking the principle of balance of interests as a guide, to establish the implementation of operational strategies for the construction system.The fourth part of an overall policy system as well as the body of this article. Study is based mainly on two aspects: First, in Guangzhou and its historic buildings to adapt to their own characteristics; Second, the practice of science and rigorous theory of summing up and summarized. The fourth, fifth, sixth chapters mainly from the space-layout, modality expression, and technical support expressed in the form of three levels of the design policy to establish a complete system, the policy design patterns system and different types of adaptation of historic buildings in Guangzhou have been specific research, through the actual Guangzhou representative case studies, and further demonstrates pointed out the feasibility of the policy. The Seventh Chapter main about three aspects, the transformation of government from the concepts and functions,the establishment of a wide range of fund-raising mechanisms,ownership, such as integration and re-construct, analysis the key of re-use projects currently in the process of implementation of the operation, and then runs through a set of the whole process of implementation of the overall operation of the mechanism.Final ,the summary and review of the policy framework of the old city of Guangzhou and reuse of historical buildings ,and a made a brief outlook on the next step in the direction of the research.
