Ecological restoration and ecological construction are regarded as the primary and basic target with the project of west tap being launched in China 10th five year plan. Inner Mongolia Autonomous Region is a very important ecological constructive area where six national forestry projects were carried out, and the area also was included in the fourth stage of Three North Areas Project.The regional system development is the compound of local ecological construction and sustainable development. The ecological development program scale is decided not only based on local natrure geography and local climate but also based on local industry structure, population scale and local nature resources. Therefor it is a key issue that local development should be planed well in order to get the ecological construction achievement and maintain the land utilization reasonably, also to avoid conflict among the productive utilization land, ecological restoration and constructive utilization land.Based on the point of local ecological restoration and ecological construction and local sustainable development, the feasibility of ecological restoration and problems involved in ecological restoration and construction in the middle-west agricultural and pasturing area of Inner Mongolia Autonomous Region were studied in this paper. The research including the following:(1) The depending degree of local inhabitants on natural resource is key implement to ecological construction.(2) The control factors on ecological construction is decided by the feasibility and capacity of constructive scale. The Principal Conponent Analysis technology is used to analysis the dominant factor which influnced the ecological construction over 37 counties and 5 types was classified depending on climate conditione. The ecological footprint is also adopted to analysis the local inhabitant utilization natural resource style and the ecological environment capacity. The results showed the trend is changing from ecological increment to ecological deficit. Ecological restoration program was needed to ensure the local sustainable development.However, the ecological footprint only reflected the productive ecological areas, it can't explain the situation of the no-productive ecological areas. To tackle this problem, the ecological restoration space was suggested to introduce the ecological construction scale that included climate factors, farmlands, economic factors and society factors.The contents of ecological restoration space deal with micro-ecological constructive scale under natural resource, and the macro-ecological constructive scale under out-side ecological input, and adjustment of industry structure, natural resource tapping capacity.The expertis balance method on ecology, economy and society was used to set up the system of ecological restoration sustainable development. According to this system, the three cases (3 counties) were analysised on ecological factors to the time when ecological constructive program was carried out. The results showed there were obvious effects on sustainable development after the ecological project was tapped.Ecological restoration is a system project, which was decided by reasonable ecologicalconstructive scale, climate conditions, farmland area, and economic development industrial structure.In order to set up a idea model on ecological restoration, the AHP (Analysis Horizontal Path) was adopted to analysis the balance factors according to spreadsheet soft.There are different ecological spaces according to ecological restoration developing proceeding. Thus, the ecological restoration model is available for the sustainable development to forecast the trend of climate factors, economic development level and society development, available for the reasonable utilization land resources and adjustment of industrial structure, available for the sustainable development plan being made out in local ecological environment construction, economic development, and society civilization, and also available for whole region sustainable development being accelerated.The model showed it is necessary to make a step for local ecological restoration sustainable development strategy, it is as followings:(1) To improve agricultural-stockbreeding productivity area, and to free remain ecological restoration space.(2) To change the management model, to turn rough management into inter conformity management, and to expand the "micro-biology cycle" experiment.(3) To adjust the industry structure, increase the value of natural resource utilization, and to improve the population capacity in local area.(4) To remove the population and ecological emigration, wich reduce the press on ecological environment.(5) To enlarge the ecological constructive invest, to reduce the degree of utilization natural resources, so as to improve the environment and ecological capacity.Study on sustainable development of ecological restoration will be available to ecological restoration scale, ecological construction invest, and reasonable land distribution. Especially, study on sustainable development of ecological restoration will put forward the thoughts and methods for local ecological construction. |
