Study On The Information Service System For Regional Disaster Preventing And Decreasing

The happening and developing of natural disaster has relationship with the regional natrual factors such as geographical condition, climate condition and so on.It has obvious regional characteristic and rule. So the construction of information system for disaster preventing and reducing should consider the disaster's regional development rule to construct,perfect and come into being regional information service system for disaster preventing and decreasing step by step. On the other hand, as the construction of the information system for disaster preventing and reducing is synthetical and complicated,it should be constructed under the whole framework of the regional information system construction to avoid the phenomena of "isolated infromaton island", "information bulwark" and "repeated construction". In this paper, some pilot study on the theory,method,technology and practice of regional information service system for disaster preventing and decreasing are carried out.The contribuion of the report work is as follows.1. According to the analysis on the theory, method and technology of the construction information system for disaster preventing and decreasing,the concept of the "regional information service system for disaster preventing and decreasing" is put forward form a new study point of view. And its six characters and six basic factors are also analyzed.2. The information sharing and service environment of the "regional information service system for disaster preventing and decreasing"is studied based on the need of disaster preventing and decreasing application.Thus the meaning and study categor of "information sharing environment" is expended.3. The "five layers of sandglass"architecture for the integration of "regional information service system for disaster preventing and decreasing" is put forward. The integration takes business workflow as the core.
