There is a very close support relation between the quantity or quality of soil-water resource and the development of human society. That is why any country in the world should pay more attention to them. Recently, the remote sensing, Geographical Information System and Globe Positioning System provide the powerful advanced techniques for the research on soil-water resource and also open up a new path for working out a solution pertaining to the complicated dynamic change for soil-water resource and enviromental planning and desision for multiple purposes. The theory and method for the classification, evaluation, forecast and planning of soil-water resource were discussed by using the Information theory, the System Theory, the Cybernetics, and the space, Information etc adavanced techniques as well as the computer skill. The main results are shown as follows: 1.Establishment and Application of the Database System of Soil Taxonomy for Hubei Province.1.1 The database system, developed wiht the softwares: the Foxpro 2.6 For windows and the Visual Basic 3.0, fully utilizes the system resources of Windows and the powerful functions of the relation DB of Foxpro. So not only is user's surface menu-like and friendly, but also the operations are easy. Moreover the powerful functions of relation DB helps to build a complete data inquery with which user can do individual, ambiguous or multinomical inquery. At the same time the foundation is lain for the exploition and application of the DB of soil.Taxonomy.1.2 Through the DB system, the standardized soil data, including landscope charateristic, diagnostic target and attribute, of 160 orthie profiles for Hubei province can be inquired and inspected. The data decides the soil Taxonomy in soil series throughout the province and provides basic material for soil survey, land resource evaluation and planning.1.3 Under inquiring, inspecting, contrasting and analysing the information of soil basis (series) classification, the soil Taxonomy of Hubei province is established. And the soil for Hubei province are divided into 10 soil orders, 16 suborders, 35 great groups and 54 subgroups, contrasted with international soil systematicssuch as the American Soil Taxonomy, the FAO world soil map legend unit and the World Soil Resource Reference Basis, Any sort of soil in Hubei province has each own apprepriated places. This conveniently joins the soil Taxonomy and the achievements in soil research in Hubei with the international convention and realizes the international communication and application.1. 4 Based on the attribute DB, the soil classification graphic DB is set up by using ARC/INFO CIS. The soil order, suborder sketchs and basic classification unit (series) sample maps, make the distribution of soil in Hubei province clear at a glance. The soil series classification sample map in Shizishan the Basis of land resource evaluation.2. dynamic Analysis and Synthetical Evaluation of Land Resource, Supported by RS and CIS.2.1 Synthetical application of RS and GIS in dynamic structure analysis of land utilization. The attainment proves that the method is prompter than the conventional ones and reduces the amount of work greatly. Moreover, when the DB is connected with regional information system of transfered, it is possible to study the changing characterises or regional land use through quantity change, furthemore, to find out the decipline and the dynamic changes of spatial distribution of type of land use through land use maps.2.2 Giving an ambiguous synthetical assessment method of soil fertility first time. Built according to the effect curve reflecting the relationship between fertility factor and crop production, the subordinative function solves the quatitative problem from the gradual change of ambiguous variable. It tallys with the actual situation to define the fertility factor weigh by using Hierarchy Analysis and combine it with expert's knowledge.
