Research On The Current Situation And Countermeasures Of The Basic Medical Insurance System For Urban And Rural Residents In Chongqin

In just two decades of development,China has not only achieved universal coverage of medical security,but also built a relatively complete medical security system,and achieved goals that other countries need a longer period of time to achieve.In 2003,the State Council covered more than 700 million farmers under the principle of "government organizations,farmers’ resources,and financial support".In 2006,the "Decision on Several Major Issues Concerning Building a Socialist Harmonious Society" was established at the Sixth Plenary Session of the 16 th Central Committee of the Communist Party of China,which not only determined the overall medical insurance for serious illnesses,but also determined 79 medical insurance on July 10 of the following year.The pilot area was clarified in the "Guiding Opinions on Carrying Out the Pilot Program of Basic Medical Insurance for Urban Residents".After that,the expansion method was adopted year by year,and the pilot expansion was realized year by year from 2008 to 2010,reaching 80% of the proportion and basically completed.At present,the smooth pilot of basic medical insurance has also provided strong support for the active participation of residents.The medical insurance system for urban and rural residents in Chongqing is one of the 79 pilot cities in 2007.At present,Chongqing’s medical insurance system has woven two large nets.However,urban non-employment groups such as students,the elderly,and the unemployed have become a vacuum in the medical insurance system.Therefore,this paper selects the residents of Yubei District,Chongqing City as a sample to conduct a questionnaire survey.On the basis of the questionnaire data,the first chapter introduces the research methods and background significance of Chongqing medical insurance;the second chapter,on the basis of defining medical insurance,expounds the relevant theories,such as social equity,social welfare theory,etc.;The third chapter starts from the operation status of the urban and rural residents’ medical insurance system in Yubei District,Chongqing,and understands the development process of the Chongqing medical insurance system;the fourth chapter,on the basis of summarizing the foregoing,deeply excavates the existing problems and causes,and analyzes the existing problems and causes;The fifth chapter analyzes the operation of medical insurance system at home and abroad,and summarizes the relevant experience and Enlightenment;The sixth chapter puts forward countermeasures and suggestions to improve the operation of urban and rural medical insurance system in Chongqing:promoting the balance between supply and demand of medical resources;Strengthen the management of medical insurance fund;Adjust the structure of insured population;Strengthen residents’ awareness of insurance.
