Research On Implementation Problems Of Basic Medical Insurance System For Urban And Rural Residents And Countermeasures In H County

Basic health insurance a social welfare policy formulated by the government to effectively control the disease risk of the people.With the development of society,We can not ignore the importance that China’s policy in development by constantly updating to meet the medical pressure of the people.The 19 th CPC National Congress clearly put forward the implementation of the healthy China strategy and gradually build a multi-level social security system.Take the people as the center as an important concept of development,and promote the development and improvement of the healthcare insurance system for city and village areas.Since the implementation of the basic medical insurance system for city and village areas in H county,it has achieved high participation rate,fund payment in place and wide insurance coverage.Through the questionnaire survey,we know the main ways for the insured residents of H county to know the healthcare regulations,insured awareness,the satisfaction of the financing standard and reimbursement level,the changes of medical treatment before and after insurance,and the improvement of the awareness and satisfaction of urban and rural residents.At the same time,in the process of implementing the city and village areas healthcare insurance system,there are still some problems,such as the failure of the insurance coverage rate to achieve universal coverage,unreasonable fund revenue and expenditure,unbalanced medical security treatment level,lack of equity in the allocation of medical treatment,and it is difficult to eliminate fraud and insurance fraud.The reasons for these problems include low policy awareness of insured personnel,excessive growth of medical expenses and unreasonable medical structure,imperfect hierarchical diagnosis and treatment system,large gap between urban and rural policy implementation environment,lack of legal system and fund supervision,etc.By studying the advanced experience of healthcare insurance system in other regions at home and abroad,aiming at the problems existing in the implementation of basic medical insurance system for city and village areas in H county,this paper puts forward the following three countermeasures and suggestions.First,improve the awareness of insured personnel and increase the coverage rate,change publicity channels and methods,strengthen the information interconnection of various departments,and increase financial investment and personnel performance appraisal.Second,improve the efficiency of medical expense management,improve the fund income,realize the balance of revenue and expenditure,improve the management of information system,and implement the hierarchical diagnosis and treatment system.Third,improve relevant systems and regulations and strengthen implementation,strengthen the construction of legal system,promote long-term supervision,and strengthen the integration with medical insurance for urban employees.Finally,promote the effective implementation and implementation of the medical insurance system for city and village areas in H county,protect the residents’ right to health,and realize people’s joint construction and sharing.
