As urbanization has entered a stage of high-quality development, the number of urban residents has increased significantly, with 63.89% of the total population living in urban areas, and thus ensuring the quality of urban life for citizens has become a major concern for government departments.According to the survey of "China Modern Public Service Development Index 2021",medical care is the thing that the public is most looking forward to improving.Since the new health care reform,China’s government has been committed to the construction of the primary health care service system and the equalization of health care services and has achieved certain results, but the problem of unreasonable allocation of health care in China has not been effectively solved, and high-quality medical resources are excessively concentrated in large comprehensive medical institutions, which have a large number of advanced medical technology equipment and excellent medical and nursing staff:in contrast, the lack of medical facilities in primary medical and health institutions, the quality of medical and nursing staff In contrast, the lack of medical facilities and the uneven quality of medical and nursing staff in primary health care institutions have caused residents to distrust primary health care institutions and flock to large hospitals whenever they need medical services, which has,to a certain extent, aggravated the phenomenon of "difficult and expensive to see a doctor".As the direct beneficiaries of medical and health services, the satisfaction of urban residents is an important criterion for considering the level of medical and health services in China, and should be taken seriously. The main theories involved in this paper include New Public Management Theory,Expectation Inconsistency Theory and Anderson’s Behavioral Utilization Theory of Health Care Services, etc.,to consolidate the theoretical foundation for the subsequent empirical analysis. This paper mainly takes urban residents in China’s provinces as the survey objects,by selecting the data related to health service satisfaction from the 2020 China Family Tracking Survey(CFPS),and by drawing on Anderson’s health service utilization model,we construct an analytical framework that affects urban residents’ health service satisfaction, and apply SPSS27.0 and stata16 ordered logistic Ologit regression model for empirical analysis. The results show that urban residents have a high evaluation of the basic medical and health services provided by our government, but the evaluation of medical and health services varies greatly among residents in different provinces and the factors affecting their evaluation, specifically, the total amount of medical and health resources is still insufficient;the allocation of basic medical and health resources is uneven;the quality and effectiveness of basic medical and health services for residents between regions is wide;the overall efficiency of basic medical and health services The overall efficiency of basic medical and health services tends to be low.On this basis, the following suggestions are made through literature review and summary of various measures and experiences on promoting residents’ medical and health services at home and abroad: government agencies should increase financial investment to promote equalization of medical services, make up for the shortcomings and optimize resource allocation;medical institutions should pay attention to the quality of medical services to improve urban residents’ medical experience;urban residents should establish the concept of healthy living and strengthen their trust in medical institutions The urban residents should establish the concept of healthy living and strengthen their trust in medical institutions, thus promoting the further improvement of satisfaction with medical and health services. |
