Deepening the reform of the medical and health system is a major policy decision made by the Party Central Committee and the State Council,and an important task for comprehensively deepening reform and building a moderately prosperous society in an all-round way.As the backbone of the continuous and in-depth reform of the medical and health system,some problems have arisen in the process of previous reforms,especially in hospital management.Based On this,the State Council has successively issued a series of documents,aiming to require public hospitals to use performance management technology to improve operational efficiency,form a new mechanism for public hospital operation that maintains public welfare,mobilize enthusiasm and ensure sustainability,establish a standardized,scientific and refined management model,and establish a modern hospital management system that meets the reality.The performance appraisal of tertiary public hospitals launched nationwide in 2019 requires the further implementation of the functional positioning of tertiary public hospitals,more standardized internal management,and effective improvement of the overall efficiency of medical services.Through performance appraisal,promote the development mode of tertiary public hospitals from scale expansion to quality and efficiency,and from extensive administrative management to all-round performance management in management mode,improve the quality and efficiency of medical services,and provide high-quality medical services for the people.Hospital performance management runs through all activities of hospital operation,including performance plan,performance plan implementation and management,performance appraisal,performance feedback,application of performance results and other five aspects,of which performance appraisal is the key link of performance management and an effective way to improve performance,the purpose is relying on modern management concepts,further improve the modern hospital management mechanism,can provide valuable information for the reform of hospital performance management,so that the hospital can obtain the expected performance level.The target hospital began to carry out performance management in 2016,and began to carry out a full range of performance management in 2019,this paper uses SPSS software to analyze 50 quantitative indicators in the performance appraisal data of the target hospital from2018 to 2021,At the same time,on-site investigations and interviews were conducted at the target hospital,including comprehensive data analysis,on-site investigations,and on-site interviews,and finds the problems existing in the performance management of the target hospital.The three aspects of organization management and collaborative leadership analyzed the causes of existing problems,and put forward corresponding countermeasures and suggestions for problems and causes,Thus providing a certain reference for effective performance management in public hospitals.
