For many years,our country has been promoting the performance innovation of the public sector,but because of the different reality of each public hospital,the design scheme of the performance reform can not be generalized.The promotion of performance appraisal has been fraught with difficulties.In January 2019,the State Council issued the opinions on strengthening the performance appraisal of third-level public hospitals,requiring third-level public hospitals to establish performance appraisal indicators,while gradually conducting performance appraisal of all medical institutions.In 2019,a national performance appraisal system for third-level public hospitals was launched,and a preliminary performance appraisal index system,a standardized support system and a national and provincial performance appraisal information system were established to explore mechanisms for the application of performance appraisal results.By2020,a more systematic performance evaluation system for tertiary public hospitals will be basically set up,the functional positioning of Tertiary Public Hospitals will be further implemented,internal management will be further standardized,and the overall efficiency of medical services will be effectively improved,we will further improve the system of graded diagnosis and treatment.The performance evaluation index of the third-level public hospital is drawn up from four aspects,including medical quality,operation efficiency,sustainable development and satisfaction evaluation.With the implementation of the new performance appraisal standards,hospitals at all levels should realize the dual role of administration and market on the basis of the implementation of evaluation standards such as the proportion of drugs and consumption.The public nature of hospitals should be run in a rational way while being parallel to each other.How to promote the performance management in hospital is very important.This paper hopes to study the performance management of public hospitals through the methods of Literature Study,Case Study and summary,so as to find a clear orientation of the organizational goals of public hospitals,and in the process of exploring ways to optimize the performance management reform of public hospitals,to find an effective way to achieve its social public service mission,through which similar public medical institutions,even quasi-public welfare-oriented institutions to establish performance management system to provide useful reference.In this paper,based on the detailed study of the selected a public hospital’s performance methods,combined with the comprehensive analysis of the performance appraisal indicators proposed in "opinions on strengthening the performance appraisal work of third-level public hospitals",to study the current situation of performance management in a public hospital,and to put forward the deficiency of Performance Management Plan and related strategies. |
