Accelerating the construction of a "Healthy China",adhering to the principle of "people-oriented" and putting the health of the people at the center,is a major strategic measure for China to build a socialist modernized strong country.As an important component of China’s medical and health system,public hospitals play a crucial role in healthcare,shoulder the basic responsibility of maintaining the physical health of the general public,and are also related to the success or failure of the socialist health cause.In the context of deepening the reform of the medical and health system,the reform of public hospitals has achieved phased results,but there are still many problems in the government procurement of medical materials in public hospitals,which directly affects the deepening of public hospital reform and even the development of China’s medical and health industry.This study comprehensively reviewed relevant literature on government procurement of medical supplies in public hospitals both domestically and internationally,laws and regulations such as the Government Procurement Law of the People’s Republic of China,as well as opinions from the General Office of the State Council on promoting the healthy development of public hospitals.Based on rent-seeking theory,risk management theory,and principal-agent theory,case analysis and interview methods were used to study cases related to government procurement of medical supplies in public hospitals in T city.A comprehensive analysis was conducted on the current status of government procurement in various public hospitals in T city,clarifying the problems in government procurement in public hospitals,and proposing specific measures to improve government procurement in public hospitals.This aims to provide theoretical support for government procurement of medical materials in public hospitals,as well as enrich and enrich theoretical research on government procurement of medical materials in public hospitals and government procurement in public institutions.The article mainly involves the following content: the basic current situation and typical case analysis of government procurement of medical supplies in public hospitals in T city;There are problems in the government procurement of medical supplies for public hospitals in T city,including unreasonable budget preparation,insufficient demand argumentation,lack of interconnection of information systems,non-standard contract signing,inadequate procurement execution,hidden dangers in emergency procurement,and inadequate supervision system;Countermeasures and suggestions for improving the government procurement of medical supplies in public hospitals: implementing comprehensive budget management,scientifically formulating procurement demand demonstration methods,standardizing the process of contract signing and performance acceptance,improving the emergency procurement system,and improving the procurement supervision mechanism.
