Research On The Implementation Of Government Procurement Policy Of Medical Equipment In Third-level And First-class Provincial Public Hospitals In Luzhou

In a series of key national documents of the 13 th Five-Year Plan and the14 th Five-Year Plan,the country has made the reform of the medical and health system and the promotion of the construction of a healthy China as the vital contents,which cannot be separated from the development of medical and health care.However,as the basic guarantee for hospitals to carry out medical and health services and improve the level of scientific research,there are still many problems founded in the procurement of medical equipment in hospitals.How to ensure that the procurement of medical equipment is efficient,quality and risk-controlled is a common problem that needs to be solved in public hospitals at this stage.This paper adopts the method of literature analysis,based on collecting,organizing and analyzing the literature and materials which related to the governmental procurement policy of medical equipment in the third-level of first-class provincial public hospitals in Luzhou city,combined with the interview approach that all parties involved in the government procurement of medical equipment were interviewed to conclude the current situation of the implementation of the government procurement policy of medical equipment,and reveal the existing problems in the implementation of the government procurement policy of medical equipment,then make the further analysis.Take the main problems of medical equipment government procurement policy implementation as the entry point,based on the "decentralization" reform and Smith’s policy implementation theory.the study takes third-level of first-class provincial public hospitals in Luzhou city as the research object,describes the current situation,existing problems and causes of the implementation of the government procurement policy for medical equipment in the third-level of first-class provincial public hospitals in Luzhou city from four aspects,including the policy itself,the implementation agency,the target group,and environmental factors and suggestions to improve the policy system,enhance the executive ability of executive agencies,increase the satisfaction of target groups,and optimize the policy implementation environment,to provides better ideas and directions for the development of government procurement policy of medical equipment in public hospitals.
