Study On The Problems And Countermeasures Of Government Procurement In Public Hospitals

It has been nearly 20 years since the issue of the Government Procurement Law of People’s Republic of China in 2003.The law has played important roles in regulating government procurement,improving the efficiency of the usage of financial funds and building an honest government.However,the construction and improvement of a government procurement system is a long-term process,and it is undeniable that there are also problems that need to be solved in China’s government procurement systems,especially regarding public hospitals.Taking a GT hospital in G city as a sample,in this paper we analyzed the problems existing in the government procurement regarding public hospitals and proposed some specific measures.The first chapter introduces the research background and the significance of this paper,and summarizes the theoretical research and practical experience from hospitals both domestic and abroad.The second chapter expounds the concepts and terms of government procurement,transaction cost theory,information asymmetry theory and principal-agent theory.The third chapter shows and analyzes the current situation of government procurement regarding the GT hospital in G city to identify the existing problems.The fourth chapter proposes some suggestions and measures towards the management of government procurement regarding public hospitals.
