| The implementation of public hospital performance appraisal is an important content of strengthening medical reform and realizing modern hospital management,and an important measure to ensure the high-quality development of hospitals.Performance appraisal can not only guide the direction and behavior of the hospital,form effective incentives and constraints on the hospital,but also enable patients to experience high-quality medical services,and meet the interests of the government,the hospital and the patients.This performance evaluation of tertiary public hospitals was first introduced under this background,which also played a good demonstration role in public hospitals nationwide,marking the first step of the government to start supervision of public hospitals.In this thesis,the development process of performance appraisal for public hospitals in China is carefully sorted out,the advanced experience and deficiencies of previous exploration are summarized,and the current performance appraisal of tertiary public hospitals is studied.Based on the empirical analysis of HOSPITAL X,the problems existing in the implementation of the performance appraisal policy of the current tertiary public hospitals were found.Combined with Britain,the United States,Australia,Shanghai,Beijing and other performance evaluation at home and abroad relevant experience,interviewed 17 health administrators and hospital administrators,Finally,suggestions for improvement are put forward from four aspects: performance assessment index system of tertiary public hospitals and data collection,performance assessment subject,information assessment means,assessment information feedback and results utilization.Performance appraisal of tertiary public hospitals is a work involving a wide range of aspects and complicated implementation process.In early stage of implementation,it is inevitable there are some deficiencies,we should not hold a skeptical and negative attitude towards this performance appraisal.We should pool wisdom and put forward optimization suggestions for the current public policy of tertiary public hospitals’ s performance appraisal,so as to make it more scientific,comprehensive,practical and operable. |
