In January 2019,the general office of the state council issued the opinions on strengthening the performance appraisal work of tertiary public hospitals,calling for the nationwide launch of the performance appraisal work of tertiary public hospitals,the establishment of a performance appraisal index system,and the exploration and establishment of a mechanism for the application of performance appraisal results.In the same year,the general office of the national health and fitness commission issued the performance appraisal operation manual for national tertiary public hospitals(2019 edition).In order to deepen the implementation of the central government's policies,the government of henan province issued the implementation opinions on strengthening the performance appraisal work of tertiary public hospitals,requiring that tertiary public hospitals in henan province should establish a comprehensive performance appraisal system.Under such circumstances,it is urgent for tertiary public hospitals to upgrade and reform their internal performance management to support the development of their medical services.The author chose Z hospital of zhengzhou city as the research object,and analyzed the problems existing in the current performance appraisal based on the literature research on performance appraisal and performance management of domestic and foreign hospitals and the theory of objective management.For example,the performance appraisal index of Z hospital in zhengzhou is disconnected from the national top-level design strategy,the performance appraisal index design is not perfect,the performance communication effect is not good,and the application of the appraisal result fails to fully mobilize the enthusiasm of employees.The main reasons are that the hospital performance appraisal system is not ready enough,the performance appraisal index design and incentive design system are not sound,the performance communication mechanism is not sound,and the performance appraisal results are not fully applied.On the above,the author puts forward three optimization Suggestions: First,improve the performance appraisal system.Including scientific design of performance assessment indicators,improvement of supplementary indicators,optimization and upgrading of performance assessment index system and supporting incentive system according to the performance assessment requirements of national public hospitals.Second,strengthen multi-dimensional performance communication.It includes improving the performance communication mechanism,promoting two-way performance communication throughout the whole process of performance appraisal,andinnovating the way of performance communication.Third,improve the application of performance appraisal results.It includes two aspects: optimizing the application process of performance appraisal results and expanding the application scope of performance appraisal results.The author hopes that this study can open more ideas and expand more imagination space for the optimization and upgrading of the performance appraisal mechanism of tertiary public hospitals.
