As the first special economic zone in China,Shenzhen has outstanding medical shortcomings,such as insufficient total supply of medical resources,weak foundation and poor foundation of health care,and significant regional imbalance in the distribution of medical resources,which are seriously mismatched with its economic status.Therefore,it is urgent to increase the supply of medical resources,promote the balanced distribution and scientific allocation of medical and health resources,realize the fairness and accessibility of medical and health resources,and coordinate the normalization of epidemic prevention and control and the high-quality development of health care.At present,most of the research on the allocation of medical and health resources is based on administrative divisions,and the actual population distribution and geographical conditions are not considered enough.Using GIS technology,the city is divided into grids based on the actual population distribution in Shenzhen,with grid particles as demand points and medical and health institutions as supply points.The accessibility and fairness of medical and health resource allocation in Shenzhen can be evaluated more comprehensively by using the multidisciplinary method such as travel cost method,two-step floating catchment area method,Lorenz curve,Gini coefficient,concentration index,health resource density index and Moran index.The results show that the structural allocation of medical and health resources in Shenzhen is unbalanced,the distribution of resources is uneven,the accessibility of residents to medical treatment is basically distributed in circles,and the fairness of the allocation by population is better than fairness by geographical configuration.The reasons are related to the following factors:the preparation of the plan is relatively backward and the implementation of the plan is not strict;Unbalanced regional economic development and inconsistent construction investment;The management system is fragmented,and the allocation of resources is lack of synergy;There is no consensus on the guiding ideology of "health-centered" medical and health resource allocation.The first way to optimize the allocation of medical and health resources in Shenzhen is to establish a long-term mechanism for the allocation of medical and health resources of "integrating health into all policies";Second,improve the grid management system and promote the collaborative integration of medical resources;Third,plan at different levels,reasonably determine the standard,promote in an orderly manner and pay close attention to the implementation;Fourth,balance the distribution of regional resources and provide classified guidance according to local conditions.
