| At present,China is undergoing "momentous changes of a scale unseen in centuries",in the face of the COVID-19 epidemic outbreak,how to find a certain path amid the uncertainties of the repeated outbreaks of the epidemic is an urgent problem for the authorities to solve.Vaccination for thethe COVID-19 can lead to the production of protective antibodies in the human body,which can achieve active immunity,thereby reducing the chance of being infected by the novel coronavirus.Therefore,accelerating the promotion of COVID-19 vaccination has become the key to establishing a national immunization and prevention system,and community mobilization for COVID-19 vaccination has also begun.Based on the needs of national grassroots governance,community mobilization as a top-down system design,through the interconnection between the action logic of community residents and the goals of the grassroots government,forming various forms and scales of mobilization.In both SARS and COVID-19 prevention and control,community mobilization controlled and led by the grass-roots government has shown rapid and effective mobilization.However,the vaccination of COVID-19 vaccine is directly related to the health and safety of the vaccinated subjects,which brings certain challenges to the grass-roots level in the process of mobilization,including policy implementation and resource allocation.In order to actively respond to the political awareness of COVID-19 prevention and control,and achieve the goal of establishing a national immunization system as soon as possible,Shanghai municipal government adopted localized performance evaluation methods to encourage residents to widely participate in COVID-19 vaccination,with community,street and town as the main mobilizing body.According to the indicators of each stage and their own actual circumstances,local grassroots authorities constantly adjusted the corresponding mobilization strategy,and promoted the city’s COVID-19 vaccination coverage rate to 93.1% in just a few months.However,in this process,the problem of rationality at each stage and link of the community mobilization has appeared one by one.In this paper,literature research,questionnaire survey,in-depth interview and case study were used to study community mobilization for COVID-19 vaccination in Shanghai.Firstly,the relevant concepts and theories mentioned in this paper are discussed.Secondly,the development process and basic characteristics of community mobilization are comprehensively sorted out.Thirdly,by participating in and observing the community mobilization for COVID-19 vaccination in subdistrict A of Baoshan District,the current situation of the system architecture and main practices were analyzed.In comparison with the five stages of Shanghai COVID-19 community mobilization,five aspects of problem have been revealed: insufficient applicability of mobilization plans at initial stage;difficulties to reach agreement on the advance of the early mobilization target;lack of coordination among the main mobilizers in the medium term;difficulties to sustain the long-term mobilization costs;continuous weakening of the sense of civic responsibility.Meanwhile,it is found that the internal causes of the problem are: insufficient access to information resources,excessive dependence on administrative resources,limited distribution of organizational resources,uncontrollable environmental resources and insufficient support of cultural resources.By analyzing the above problems and causes,the author put forward constructive suggestions on the five aspects including scientific decision-making,continuous action,institutional diversity,comprehensive resources and cultural consistency under the social action theory and the resource dependence theory,so as to further optimize community mobilization for COVID-19 vaccination in Shanghai. |
