At the end of 2019,in response to the sudden outbreak of the new coronavirus(COVID-19),the National Health Commission issued <the Notice on Strengthening the Prevention and Control of the COVID-19 Pneumonia Pandemic> in primary medical and health Institutions,which clearly pointed out that primary medical and health institutions should play the role of sentinel points.As the COVID-19 pandemic changes,in December 2022,China issued "Ten new policies" to optimize the prevention and control of the COVID-19 pandemic,which has entered a low pandemic level and maintained a steady downward trend in various regions.In the context of the COVID-19 pandemic,the urban community health service has been running through the early emergency management and the regular service at the present stage.As the bottom of the network of primary health service,the urban community health service center,through the grid management established by the community and relying on the community family doctor team,has undertaken the tasks of COVID-19 vaccination,nucleic acid sampling and health monitoring of the residents,playing the role of the "health gatekeeper" around the people during the COVID-19 pandemic.In the face of the sudden outbreak of the COVID-19,urban community health services are the first line of defense for pandemic prevention and control.As the provider and leader of urban community health services,how should the government improve the emergency capacity of urban community health services,give full play to the sentinel role of urban community health services,and seize the "net bottom" of pandemic prevention and control? At the same time,it also raises new questions and reflections on how the government should face the sudden public health events.Based on the service-oriented government theory and emergency management theory,and against the background of the COVID-19 pandemic,the study was conducted by means of literature research method,survey and interview method,and theoretical research method,taking the R district of J city in Shandong province as the research object.Firstly,the concept definition and theoretical foundation related to urban community health service were introduced;Secondly,it introduces the basic overview of urban community health services in R district,J City,and the practices of urban community health services in R district under the background of the COVID-19 pandemic.The analysis focuses on the problems and causes of urban community health services in R district under the COVID-19 pandemic,and explains that there are currently problems in R district,such as the lack of implementation of prevention and control responsibilities of all participating parties,the lack of coordination and linkage between departments and institutions,the weakness of the human resources team for prevention and control of the pandemic at the grassroots level,and the lack of financial investment in public health by the government,etc.The analysis of these problems is mainly caused by the weak awareness of crisis prevention and control among institutions,the information barriers between institutions that affects the implementation of policies,the failure to establish an incentive evaluation mechanism of the government,and the inadequate transformation of government service-oriented concept.Finally,we propose some specific countermeasures to improve urban community health service in order to better cope with public health emergencies,such as optimizing the functions of urban community health service institutions,improving the synergistic mechanism of "government,society and community",strengthening the construction of grassroots personnel,enhancing government investment in public health services,and strengthening the construction of public service support. |
