In recent years,various public health emergencies have occurred frequently,such as the Ebola Epidemic,Influenza A(H1N1)and Novel Coronavirus Pneumonia(COVID-19),which have exerted a great impact on public health and safety,social harmony and stability,as well as national economic development.Due to the suddenness and unpredictability of public health emergencies,a large amount of demand may arise within a short period,posing significant challenges to the storage,management,and distribution of emergency supplies.This paper focuses on the classification,demand grading,and scheduling of emergency supplies in the context of public health emergencies.The specific research contents are as follows:Firstly,based on the characteristics and development stages of public health emergencies,this paper analyzes the demand for emergency supplies.It selects two major categories of emergency supplies:medical rescue and professional disposal,and basic life support.The paper studies their characteristics in terms of importance,economic cost,acquisition difficulty,and demand characteristics.Based on the evaluation results,the supplies are further classified and refined,providing a basis for decisionmaking regarding the reserve methods for different categories of supplies.Secondly,this paper measures the urgency of emergency supplies demand from three aspects:indispensability,expiration date,and shortage loss.It determines the priority weights for the demand of important emergency supplies at different stages of public health emergencies.Thirdly,this paper designs a multi-supply point-to-multi-demand point emergency supply scheduling network that combines central and local supplementation,physical reserves,and agreement reserves.It establishes a single-period static emergency supply scheduling model and a multi-period dynamic emergency supply scheduling model considering multiple categories of supplies in the emergency supply scheduling network.By maximizing the emergency supply fulfillment rate with the priority-adjusted demand and minimizing the scheduling time as the objective function,and considering supply constraints,demand fulfillment rate requirements,and schedule time constraints,the supply relationships and quantities in the scheduling network are modeled and solved.Fourthly,based on the COVID-19 epidemic data from Lanzhou in 2022,the single-period static model and the multi-period dynamic model are validated.The emergency supply scheduling plans for each stage of the single-period and multi-period scenarios are obtained,and the effectiveness of the models and algorithms is verified through result analysis.
