In recent years,the frequency of public health emergencies has increased.Public health emergencies have the characteristics of wide spread,long duration,large scope,and difficulties in prevention and control.They have brought serious threats to the life and property security of people around the world,and have also brought about serious threats to the public health care of all countries in the world.Security governance has done a lot of harm.In the early stage of the outbreak of public health emergencies,the demand for emergency materials has increased sharply.Since people cannot accurately predict the demand for emergency materials,it will lead to problems such as unreasonable allocation of emergency resources in the initial stage,and excessive transportation time.There are huge obstacles to carrying out emergency rescue work.Therefore,in the early stage of public health emergencies,it is of great practical significance to comprehensively use relevant theories and methods such as emergency management theory,case reasoning technology,and decision-making theory to conduct research on emergency material dispatch.This research mainly explores from the following aspects.First,this study refines the practical problems of emergency material scheduling under public health emergencies,combs and summarizes the theoretical framework of emergency material scheduling.Firstly,it introduces public health emergencies,summarizes the characteristics of public health emergencies,then explores the emergency materials and their scheduling principles under public health emergencies,thoroughly analyzes the emergency material scheduling problem under public health emergencies,and finally summarizes the research framework of emergency material scheduling for public health emergencies according to the characteristics of public health emergencies.Secondly,based on the analysis of emergency material demand under public health emergencies,an emergency material demand analysis method based on case-based reasoning technology is proposed.This study takes public health emergencies as the research background.Firstly,taking case-based reasoning technology as the starting point,sort out historical events and build a case base;Secondly,according to the diversity of characteristic attributes of public health emergencies,the similarity of different types of attributes is defined,and the weight of characteristic attributes is further determined combined with BWM method;Finally,find the events similar to the current public health emergencies from the historical case base,and analyze the emergency material demand of the current event according to its historical emergency material demand.At last,aiming at the problem that the supply of emergency materials is less than the demand in the early stage of public health emergencies,a multi resource emergency material scheduling method is proposed.In the early stage of public health emergencies,how to optimize the scheduling of multiple types of emergency materials between multiple supply points and multiple demand points is the focus of this research.Therefore,this study constructs the multi resource emergency material scheduling optimization model from the perspectives of time,fairness and cost,and uses particle swarm optimization algorithm to solve it,so as to obtain the best scheduling scheme of multi resource emergency materials between supply and demand points.In summary,this study puts forward the case-based reasoning scheme for emergency material demand analysis and the multi resource emergency material scheduling model for emergency material scheduling optimization,and further verifies the effectiveness and rationality of the research method in this paper through example analysis.The optimization model of emergency material scheduling for public health emergencies proposed in this study can also further expand its application and provide a strong reference for the research of emergency material scheduling in other fields. |
