The performance evaluation of public hospitals is an important part of the reform of public hospitals,which is divided into the external performance evaluation of the whole hospital and the internal performance evaluation of the hospital.Among them,hospital internal performance evaluation plays an important role in implementing the reform policy of public hospitals,changing the profit-seeking tendency of hospitals,mobilizing the enthusiasm of medical staff and promoting the high-quality development of hospitals.In recent years,Chinese public hospitals have actively explored and established their own internal performance evaluation index system combined with their own reality.The index system of each hospital varies greatly,and the effect of internal performance evaluation is also different.For the external evaluation of the whole hospital,the government has established a systematic and operational performance evaluation index system.However,the government has not put forward a set of unified and operable index system for the performance evaluation of internal departments in hospitals.Therefore,it is necessary to study and construct the performance evaluation index system of public hospital departments from the perspective of performance evaluation,and discuss the factors that affect department performance.Clinical department is the main body of hospital internal departments,which is the most complex and representative among all kinds of departments.This thesis takes Beijing A public Hospital as the main research object,focuses on the performance evaluation of clinical departments,explores the construction of performance evaluation index system,and studies the factors that affect performance.First of all,this thesis reviews domestic and foreign literature on internal performance evaluation and influencing factors of public hospitals.The present situation of internal performance evaluation in public hospitals was understood by analyzing policy texts and in-depth interviews.Through literature research,interview induction,focus group discussion,etc.,explore the establishment of the evaluation of clinical department performance index system and preliminary discovery of the factors affecting the performance index,and construct the relevant hypothesis between the influencing factors and the first-level evaluation index.Secondly,through data analysis of 363 questionnaires,Six performance evaluation index factors(economic operation status,patient satisfaction,medical service ability,medical service efficiency,medical quality,sustainable innovation and development)and four influencing factors(government public hospital reform policy,hospital internal performance management plan,staff construction,and patient medical habit)were obtained.The relationship between influencing factors and performance evaluation index is verified by regression analysis.The data proved that the reform policy of government public hospitals had a significant positive impact on economic operation,patient satisfaction,medical service ability,medical service efficiency,medical quality,sustainable innovation and development.Hospital internal performance management scheme has a significant positive effect on economic operation.Employee team construction has a significant positive impact on economic operation,patient satisfaction,medical service ability,medical quality,sustainable innovation and development.Patients’ medical habits have a significant negative effect on the efficiency of medical service.Finally,based on the research conclusions,this thesis puts forward suggestions to improve department performance from the perspectives of improving government policies,optimizing hospital internal performance management plans,strengthening staff construction,and implementing public health education.The innovation of this thesis is to establish a set of performance evaluation index system of clinical departments in public hospitals through empirical research method,discover the factors that affect the performance of clinical departments,and analyze the influence mechanism and strength.This thesis can provide ideas for improving the performance of various departments in Chinese public hospitals and provide reference for optimizing the internal performance evaluation of hospital performance management departments.At the same time,it also provides reference for improving the government’s performance appraisal policy for public hospitals and promoting the high-quality development of public hospitals.
