Before the new reform of the medical and health system,sanming city,like other areas in China,had a very uneven distribution of medical resources and inconvenient flow of medical resources.As a result of the mechanism and policy of "subsidizing medicine with medicine",drug consumables are not artificially high,the medical field is excessively marketized,the profit-seeking tendency of public hospitals is out of control,and the price of medical services cannot be adjusted,which restricts the salary increase of medical staff and seriously affects the public welfare nature of public hospitals.Structural reform is an acknowledged problem,and the reform of the medical and health system is the most difficult part to tackle.New medical reform is an adjustment to the interests of multiple parties.It concerns the basic livelihood of the people and affects millions of families.At present,compared with the people’s ever-growing needs for a better life,there are still many urgent problems to be solved in the development of medical and health services,such as the difficulty and high cost of medical services.At present,the whole country is vigorously promoting the experience of sanming medical reform.As one of the first demonstration cities of comprehensive reform of public hospitals in China,it is very important for sanming to establish a scientific and reasonable performance appraisal system of public hospitals.Based on the medical and health system reform in sanming City,this paper discusses how to perfect the existing medical compensation system and construct a reasonable performance appraisal system of public hospitals.Based on the data and materials obtained from investigation and interview,this paper makes an in-depth analysis of sanming public hospital performance appraisal system.The main problems are as follows: the performance appraisal index system is not perfect,the adjustment and evaluation mechanism of performance appraisal is not perfect,the informatization degree of performance appraisal is not high,and the results of performance appraisal are not fully used.The reasons for these problems are as follows: there are many restricting factors in performance appraisal of public hospitals,little attention is paid to the improvement and investigation process of performance appraisal,limited hospital income and financial investment,imperfect appraisal reward and punishment and unstable salary growth.In view of the existing problems,some targeted suggestions are put forward,including improving the performance assessment index system of public hospitals,establishing multi-dimensional performance assessment evaluation and adjustment mechanism,accelerating the information construction of performance assessment,and strengthening the application of performance assessment results.Finally,this paper summarizes the outlook of the research,and summarizes the good experience that can be copied and promoted,so as to provide reference for other regions to carry out performance appraisal of public hospitals.
