| The outbreak and rapid spread of COVID-19(Corona Virus Disease 2019)has become a public health emergency of international concern.There is a serious shortage of anti-epidemic materials,and it is imperative to quickly purchase and invest in epidemic prevention and control.As a "green channel" for government procurement,emergency procurement is characterized by unplanned procurement,tight procurement time,and simple procurement process,which can maximize the needs of epidemic prevention and control.However,emergency procurement is different from regular government procurement.Unlike regular government procurement,there are laws and regulations to follow.There are a series of standardized procurement processes.Because of this,regular government procurement procurement is standardized but has a long time period.It cannot meet the urgent needs of the current new crown epidemic prevention and control,so emergency procurement plays an irreplaceable and important role in epidemic prevention and control,but it also exposes many deficiencies.This study is mainly aimed at the shortcomings exposed by emergency procurement,hoping to provide countermeasures to make emergency procurement more standardized,scientific,and more fair,just and open.This paper takes the medical device testing institution in province A as an example,finds out the problems exposed in emergency procurement through questionnaire satisfaction survey and data statistical analysis,and deeply analyzes the problems in talent construction,information disclosure,supervision mechanism,The lack of procurement procedures and the construction of electronic stores is the main reason for the problems exposed by the emergency procurement of medical device testing institutions in A province.According to the reasons,the corresponding optimization suggestions are explored,hoping to directly help the procurement entities in emergency procurement. |
