Research On Ecological Compensation Mechanism Of Forest In Shandong Province

Forest is rich in natural resources,biological resources and ecological resources,and has great economic value,social value and ecological value.In recent years,with the continuous expansion of global economy,the role of forest and environment has become more and more important.With the continuous expansion of global economy,it has become the main problem to solve.The new Forest Law clearly points out that we should speed up the establishment of forest ecological benefit compensation mechanism and strengthen forest ecological protection.Therefore,the establishment of forest ecological compensation mechanism in line with the conditions of forest resources and the level of economic development in various regions is an important economic means to solve the problems of regional forest ecological environment and an important institutional guide to realize the rational and effective allocation of resources.As a province with a large economy and population,Shandong Province has a huge demand for ecological services.It also poses a great threat to the forest ecological environment due to the needs of survival and development.Moreover,the forest resources in Shandong Province are relatively scarce and the forest ecosystem is fragile.In order to achieve the carbon peaking and carbon neutrality goals,ensure that forest resources continue to provide sufficient ecological services for mankind,it is imperative to establish a more scientific forest ecological compensation mechanism.This paper combs and summarizes the existing research on forest compensation at home and abroad,combined with the results of the Ninth National Forest Resources Inventory,analyzes the characteristics of forest resources and the current situation of the development of forest ecological compensation in Shandong Province,and constructs the basic framework of forest ecological compensation mechanism.Then,the economic value of forest ecological services in Shandong Province is calculated by using the equivalent factor method,and the forest ecological compensation coefficient model combining peel growth curve and resident Engel coefficient is used to modify the value of forest ecological services in Shandong Province,and calculate the realistic and operable forest ecological compensation standards in the whole province and all cities,so as to carry out differential compensation.Finally,it summarizes and analyzes the operation experience of international advanced forest ecological compensation system,so as to provide reference for forest ecological compensation in Shandong Province.The main conclusions include: 1.The economic value of seven types of ecological services provided by forest ecosystem in Shandong Province,such as gas regulation,climate regulation and water conservation,is 62.730 billion yuan.2.According to the ecological compensation coefficient model,the corrected compensation standard for the value of forest ecological services in Shandong Province is 284.09 yuan per mu per year.
