Evaluation Of Ecological Compensation Policy For Central Forest In Heilongjiang Province

Since 2001,in order to restore and protect the public welfare forest,China began to start the forest ecological benefit compensation work,forest ecological benefit compensation policy after 20 years of implementation,not only to the public welfare forest restoration and development played a positive role,and it is also an effective means to adjust the relationship between ecological protectors and ecological beneficiaries.However,with the practice of central forest ecological benefit compensation policy,it also reflects that the compensation policy is in the compensation subject compensation standard In particular,China has not established a systematic evaluation system of central forest ecological benefit compensation policy,which makes it difficult to evaluate the effect of policy implementation scientifically.Therefore,with the deepening of China’s ecological compensation practice,scientific evaluation of compensation policy is becoming more and more important.Based on the comprehensive review of domestic and foreign literature,this paper adopts the method of literature analysis,questionnaire survey,model analysis and other methods on the basis of externality theory of public goods theory,comprehensive evaluation theory and other relevant theories.First of all,the present situation of the central forest ecological benefit compensation policy in Heilongjiang Province was systematically described from the two aspects of the compensation policy practice and implementation effect,and the existing problems were analyzed.Then,based on state-owned forest farms and their forestry workers,from the perspective of state-owned forest farms and forestry worker double fuzzy evaluation method of heilongjiang province central forest ecological benefit compensation performance evaluation,the results show that based on the perspective of state-owned forest farm in the middle of the forest ecological benefit compensation policy process performance value is 4.140,the policy effect the performance values From the perspective of forestry workers,the performance value of the process of ecological benefit compensation policy of central forest in Heilongjiang Province is 3.343,the performance value of the performance effect is 3.188,and the comprehensive performance value is 3.305,indicating that the performance is average.Then,the satisfaction degree of central forest ecological benefit compensation policy of state-owned forest farm and forestry workers was investigated,and the influencing factors of the satisfaction degree of central forest ecological benefit compensation policy of forestry workers in Heilongjiang province were analyzed by dual logistics regression model and draws the following conclusions: The five explanatory variables,whether they join the management and conservation team or not,whether they have performance salary or not,whether they have nonmanagement and conservation income,have a significant impact on the satisfaction of the central forest ecological benefit compensation policy of heilongjiang Province.Home workers is the captain of the management work of the three variables of the forest ecological benefit compensation policy in heilongjiang province of forestry workers satisfaction effect was not significant Finally promoted heilongjiang central forest ecological benefit compensation policy performance countermeasures,mainly including: increase compensation standard,increase the special funds investment Establish a sound performance evaluation system Improve the management and supervision system,accelerate the application of high and new technology,develop undergrowth resources,and broaden the source of compensation funds.
