| The development and construction of ecological civilization are closely linked to the future of the Chinese nation.In view of the current ecological problems,China further clarifies the responsibility of the ecological aspect,carries out the implementation of the specific situation,and actively introduces the ecological compensation and other related compensation systems.Cultivated land is the basis for China to build a future modern agricultural power,protect the boundaries of cultivated land in surrounding cities and orderly development of urbanization in various provinces.It plays an important role in the road of building China’s ecological civilization.Ecological compensation is put forward to protect the ecological environment where we live,so that the existing ecological service system can be maintained.In the face of increasingly serious pressure on resources and the environment,the 19th National Congress proposed to "establish a market-oriented and diversified ecological compensation mechanism" to ensure the sustainable development of resources.At the same time,we also need to establish and improve the arable land ecological compensation system as soon as possible,to guard the red line of arable land.By investigating 14 counties and cities in Xinzhou City,this paper grasped the social and economic development status and the utilization of cultivated land in Xinzhou City,created a set of framework of cultivated land ecological compensation mechanism in Xinzhou City,and clarified the current compensation principles,methods,stakeholders of ecological compensation and compensation standards in Xinzhou City.Secondly,the value of cultivated land ecosystem services in each county and city during 2015-2019 is estimated to be 2.842 billion yuan,3.321 billion yuan,3.916 billion yuan,3.782 billion yuan and 5.133 billion yuan,respectively.After that,the cultivated land ecological footprint model and the compensation coefficient of economic and social development level were introduced to obtain the cultivated land ecological compensation standard of Xinzhou from 2015 to 2019,which were 788 million yuan,816 million yuan,924 million yuan,897 million yuan and1.299 billion yuan respectively.It was measured that all counties and cities in Xinzhou were surplus areas.Finally,according to the above research contents and conclusions,suggestions are put forward for the better establishment of cultivated land ecological compensation mechanism,so as to promote the development of cultivated land ecological compensation work in China,and realize the balanced development of agricultural ecological sustainability and farmers’ economic interests in the city. |
