Purpose:In this project,the management idea of Balanced Scorecard theory is introduced into the quality supervision of traditional Chinese medicine decoction pieces in Liaoning Province.By analyzing the current situation of the quality supervision of traditional Chinese medicine decoction pieces in Liaoning Province,consulting a large number of policies,regulations and literature related to the supervision of traditional Chinese Medicine decoction pieces,determining the index system,using AHP to calculate the weight,and establishing the performance evaluation system,In order to improve the regulatory level of regulatory authorities,so as to improve the quality of Chinese medicinal decoction pieces.method:1.Literature research methodExtensive access to Liaoning Province herbal pieces regulatory literature,laws and regulations and policy documents and the development and application of Balanced Scorecard theory at home and abroad,as far as possible to conduct a comprehensive summary and analysis of the literature related to this article,in order to lay the foundation for the performance supervision of Liaoning Province herbal pieces.2.Delphi methodThrough the anonymous form of extensive solicitation of experts’ opinions,after repeated information exchange and correction,we get gradually consistent expert opinions.In order to understand their views on the importance of relevant indicators,this paper carries out a questionnaire survey among university scholars,hospitals and relevant staff of drug administration in Liaoning Province,and then analyzes the collected data to apply to the design of performance evaluation system.Also through consulting relevant experts and scholars,to ensure the scientific and reasonable construction of index scoring standard.3.Analytic hierarchy processIt means to divide the research content into different levels,make clear the relationship between each level,and then compare the importance of each index between different levels by calculation method to get the corresponding weight.In this paper,with the help of analytic hierarchy process,through the expert scoring questionnaire,we can understand their views on the rationality of index construction at all levels and the importance of each index.Through the analysis of the collected data,we can get the score of the judgment matrix as the data support of the index system,and finally calculate the weight of each index.4.The index takes stock and increment into accountIt is a basic method of index scoring standard design.The value of the index changes in a certain period of time.On the premise of distinguishing the attribute of the index,the scoring method of “based on increment,taking into account the stockis”adopted “Incremental value”performance refers to the comparison between the end value and the beginning value of a specific indicator in the evaluation period,“stock value”is the ratio between the actual value of a specific indicator and the standard value of the indicator.Their ratios directly reflect the performance results.result:From the index weight of the performance evaluation system,it can be found that from the first level index weight,the work performance and internal management have a larger weight,which indicates that the work performance and internal management can better reflect the supervision level when evaluating the quality supervision of Chinese medicinal decoction pieces.From the perspective of secondary index weight,the quality of Chinese medicinal decoction pieces,the development of Chinese medicinal decoction pieces industry,the supervision of enterprises in all aspects of Chinese medicinal decoction pieces,the enthusiasm of supervision,and the standardization of supervision behavior account for a large proportion,which indicates that the quality of Chinese medicinal decoction pieces and the development of Chinese medicinal decoction pieces industry are important assessment standards,However,the premise to achieve these goals is to strictly supervise all aspects of Chinese medicinal decoction pieces by regulating their own regulatory behavior.From the three-level index weight point of view,the proportion of qualified rate of sampling inspection,the number of complaints and reports received,the number of dens of unlicensed production and operation of decoction pieces,the number of drug quality announcements issued,and the number of anti-corruption education and training of supervisors is relatively large,which indicates that the quality supervision of TCM on the relevant policies and regulations,based on the existing regulatory issues,and with the purpose of improving regulatory performance,this paper establishes a balanced scorecard theory framework for the drug regulatory department of Liaoning Province,and constructs a performance evaluation system for the quality supervision of Chinese medicinal decoction pieces.Secondly,the AHP is used to define the weight of all levels of dimension indicators,and the scoring standard is designed to build a complete performance evaluation system.Third,in order to better improve the performance level of quality supervision of Chinese medicinal decoction pieces,put forward targeted measures and suggestions.Let the performance evaluation system in Liaoning Province drug regulatory department better
