With the policies of drugs and medical consumables markups removed,and reform of medical insurance payment system in new medical reform program.A series of medical reform policies require the hospitals’ management form criterion to lean,and high quality.In recent years,due to the mismatch between our country’s medical service capacity and the people’s continuously growing medical needs,the salary od medical personnel、doctor-patient relationship、over treatment and the so on have always been a hot topic in the society.Although the level of medical technology in our country is improving constantly even to the international standards,management still lags far from the developed countries.It leads to the phenomenon of low efficiency,low service level and low satisfaction.In recent years,the government even has stepped up the performance appraisal of hospitals,the development of hospitals has encountered unprecedented challenges.Dividends from reform,efficiency from management,development from innovation and service satisfaction,lean management becomes the inevitable choice of hospital management.Performance appraisal is the basis of hospital human resource management and the core of certified management accountant,CMA.It is an important part of the lean management.The clinician is the medical leader of the hospital,their medical treatment and behavior will effect their quality of medical services and efficiency directly.And also will affects the reputation and business efficiency of the whole hospital.Therefore,Obtain objective and fair performance appraisal results of clinicians become important issues for hospitals and expectation of the clinician.This paper takes H Medical Group as the research object.Based on the background of the new medical reform program and the status quo of the performance appraisal of clinicians in H Medical Group with prospects and strategic target.It analyzes the challenges and opportunities faced by H Medical Group as well as points out the shortcomings of the performance appraisal of clinicians.In order that it can propose reform plan for the performance appraisal of clinicians of H Medical Group.This paper mainly carries out research and discussion by literature research method,case analysis method and questionnaire survey method.It consists of five parts: The first chapter summarizes the background,research significance and methods,which combs and summarizes the related research theories at home and abroad.The second chapter combs the concept of performance appraisal and related basic theories.And it emphasis on RBRVS and DIP.The third chapter studies the clinician performance appraisal in H Medical Group,which introduce the general situation and analyze the present situation and existing problems of clinicians performance appraisal as well as carry out the questionnaire survey.The fourth chapter develops the optimization scheme and potential problems with the countermeasures of the clinician performance appraisal in H Medical Group.The sixth chapter puts forward the implementation and guarantee mechanism of the clinician performance appraisal plan.I hope this paper can provide useful references for the clinician performance appraisal in H Medical Group,and energize the lean management in hospitals,and provide a strong guarantee for the operation of the hospital.At the same time,it also provides some reference for the clinician performance appraisal in other hospitals.
