Research On The Implementation Of Health Poverty Alleviation Policy In N County From The Perspective Of Rural Revitalization

Health is an essential condition for individual survival and development.The main task of healthy poverty alleviation is to solve the problem of medical security in poverty alleviation,which is an important measure to improve the health level of the poor rural population,consolidate and expand the achievements of poverty alleviation,and promote rural revitalization and the strategy of healthy China.Since the 18 th CPC National Congress,by the end of 2020,more than 9.6 million poor people living in "poor land and water" areas have been lifted out of poverty through relocation.By current standards,all the rural poor in China have been lifted out of poverty,and the country has completed the arduous task of eradicating absolute poverty.Eliminating poverty is not the end,but the starting point for a new life and a new struggle.To achieve the ambitious goal of completing the building of a moderately prosperous society in all respects,we need to effectively link efforts to consolidate and expand poverty alleviation with rural revitalization.The majority of rural residents,including those who have lifted themselves out of poverty,are the main body to realize rural revitalization.As a component of their human capital,health is particularly important.Therefore,it is necessary to study the implementation effect of health poverty alleviation policies during the targeted poverty alleviation period,summarize experience,find out problems and causes in policy implementation,and correct policy implementation deviation,so as to provide talent and intelligence support for the next stage of rural revitalization strategy.Starting from the background and research significance of the topic,this study determines the research ideas and methods of this paper on the basis of reviewing relevant literature and sorting out the current research situation at home and abroad.With the help of the poverty cycle theory,human capital theory,accurate poverty theory,combing countries and N county health poverty reduction policy and practice,summed up rural revitalization strategy put forward new requirements for poverty alleviation for people’s health,using literature research,empirical analysis,comparative study,from the change of poverty alleviation and move out of poverty families W N county town of perspective,analysis of N county health poverty alleviation policy implementation effect,With the help of the Smith policy implementation model,the problems existing in the implementation of the health poverty alleviation policy in the county were found and the reasons were analyzed,and countermeasures and suggestions were put forward to improve the effectiveness of the health poverty alleviation policy implementation in N county under the rural revitalization strategy,so as to help the implementation of the Healthy China strategy and the rural revitalization strategy.The research shows that since 2016,under the guidance of the health poverty alleviation policy,the health poverty alleviation work in N County has been carried out in an orderly way,and remarkable results have been achieved in improving the health level of the poor population,improving medical conditions and village health environment,laying a solid healthy foundation for the implementation of the rural revitalization and healthy China strategy.However,compared with the new requirements of the rural revitalization strategy for the health poverty alleviation,there are still some problems in the implementation of the health poverty alleviation policy in N County,which are mainly manifested in the imperfect guarantee mechanism,the low service level of the grassroots medical and health institutions,the lack of villagers’ health knowledge and the insufficient investment in the health poverty alleviation.Therefore,countermeasures and suggestions are proposed to improve the effectiveness of health poverty alleviation policy implementation in N County under the rural revitalization strategy.First,shift the focus of policy design from treatment to prevention,adjust and improve the existing health poverty alleviation policies,refine the implementation of health poverty alleviation policies,and consolidate the achievements of health poverty alleviation;Second,we should clarify the main responsibility and establish a sound long-term mechanism for consolidating and expanding the achievements of healthy poverty alleviation.It is necessary to strengthen the organization and leadership,effectively construct the succession mechanism of healthy poverty alleviation,strengthen the main responsibility,emphasize the linkage of departments,and construct the pattern of healthy poverty alleviation in the new era.We will improve the medical security system and establish a monitoring and early warning system to ensure seamless prevention and treatment.Third,strengthen health education,shape the consciousness of health subjects,continue to increase the publicity of health poverty alleviation policy,strengthen health literacy education,and lead actions with ideas;Fourth,increase health investment in poverty-alleviation areas and comprehensively improve rural residents’ sense of health gain.Through the establishment of a multi-input mechanism for health poverty alleviation,the health investment in poverty-stricken areas will be increased to comprehensively improve the health service capacity at the grassroots level.We will vigorously carry out activities to improve the living environment and patriotic health campaigns,stimulate people’s awareness of responsibility for health,actively participate in the construction of healthy villages,improve the appearance of villages,and build beautiful and livable villages.We will develop characteristic Chinese herbal medicine planting industry and drive sustainable poverty alleviation through industrial development.
