Research On Health Poverty Alleviation In G City Of Jiangxi Province From The Perspective Of Public Policy Implementation

Healthy poverty alleviation is not only a key measure to fight poverty,but also an important layout of healthy China strategy.The in-depth implementation of the health poverty alleviation project is of great significance to ensuring that the rural poor enjoy basic medical and health services,preventing illness from causing poverty or returning to poverty,and fulfilling the promise of lifting the rural poor out of poverty by 2020.In recent years,a series of policies and measures have been issued around health poverty alleviation.Although these policies have effectively controlled the proportion of poor households caused by illness and returning to poverty due to illness,some problems that cannot be ignored have gradually emerged in the implementation of the policies.Considering that healthy poverty alleviation has a strong policy,and the degree of dependence on policies is much higher than other poverty alleviation models,it is helpful to pay attention to the effect of policy implementation to solve practical difficulties and achieve the goal of poverty alleviation policies.Taking G city of Jiangxi province as the research object,this paper,from the perspective of public policy implementation,USES the relevant theoretical tools of public policy implementation to sort out the main policies of the local government on health poverty alleviation,analyzes the related problems of policy implementation,and summarizes the local experience and specific countermeasures to optimize the effective implementation of health poverty alleviation policies.This paper argues that the health poverty alleviation policy of G city itself has problems such as weak sustainability of the policy,excessive attention to the achievement of quantitative assessment indicators and relatively high level of medical security for poor households.In terms of policy subjects,there are problems such as great financial pressure,poor communication among departments,insufficient health management and ineffective policy implementation.The policy object still has the problems of weak participation and low health literacy.In terms of policy environment,there are problems such as imperfect assessment system and imperfect supervision and evaluation system.To solve these problems,we need to take the right medicine.To be specific,the system design should improve the scientificity of the policy from such aspects as the concept of health poverty alleviation,the effect of policy guarantee and the continuity of policy.In the implementation of the system,it is necessary to optimize the dynamic management of health poverty alleviation,improve the communication mechanism of health poverty alleviation departments,and effectively implement the health poverty alleviation policy to continuously improve the execution ability of policy subjects.At the same time,the implementation of poverty alleviation policies has been continuously reduced by improving the participation awareness and health literacy of the poor.Finally,the implementation environment of health poverty alleviation policy is optimized by constructing and perfecting the grass-roots health service system,establishing and perfecting the grass-roots medical personnel training and guarantee system,and establishing and perfecting the supervision and constraint mechanism of health poverty alleviation.
